    Responsibilities

  • Responsible for logistics / procurement planning through coordination with operations / program sections.
  • Provides technical advice on specifications, supplies and logistics arrangements to facilitate efficient procurement, customs clearance, inventory management and distribution of supplies and equipment, in support of country program implementation .
  • Participate in the overview and reviews of the country program strategy planning to provide advice on procurement and logistics requirements for the operational plan and annual work plans.
  • Develop the supply / logistics component of the country program, including supply storage and distribution systems at all project sites.
  • Establish and maintain contacts with the Supply Division of Copenhagen on procurement and shipping policies.
  • Interpret and advise the country office on policies and procedures affecting supply and delivery at sea and abroad.
  • Maintains links with Copenhagen on cross-border shipments, deliveries, claims and adequacy of supplies.
  • Act as Secretary and Advisor to CRC (Contract Review Committee). Establish and maintain a contact system with customs and port / airport immigration authorities at national ports of entry for the
    clearance of UNICEF supplies in accordance with the established protocol.
  • Conclude agreements with relevant private commercial enterprises for the cost-effective local purchase of supplies and for the provision of assistance at project sites / end users
  • Oversee the general preparation of appropriate documentation: cash and supplies requisitions, purchase orders, long-term arrangements, CRC submissions etc.
  • Ensure the preparation of supply status reports required for donor reporting, budget reviews, program analysis, annual reports, appeals, etc.
  • Create and regularly communicate accurate information on inventory tracking, inventory and supplies.
  • Coordinate with Procurement Planning Sections, provide technical advice on procurement specifications and supply management, and provide advice on procurement needs in component development procurement of the country program.
  • Provide advice to country office, government and implementing partners on offshore and / or local procurement policies and procedures, provision and use of UNICEF supplies and equipment; Coordinate with Procurement Division, Copenhagen, procurement policy and / or activities.
  • Work in teams with Program Sections and other members of the Operations Section to facilitate the efficient procurement, clearance, storage and distribution of supplies and equipment.
  • Develop and maintain partnerships and collaborative relationships with UNICEF, the Government, the United Nations and bilateral partners in the areas of procurement and logistics, including distribution, monitoring of supplies and inventory .
  • Inform slow inventory programs, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of transportation, storage, labor and other resources available.

    Qualifications
  • Being of Ivorian nationality
    Have a university degree in business administration, management, international economics, engineering, international development, contract law and commercial law or specialization in directly related fields, including recognized courses in procurement, logistics, procurement or procurement.
  • Equivalent qualification in the relevant fields (operations / transport or logistics management, supply management, etc.).
  • Have five (5) years of relevant experience in procurement, logistics, purchasing, contracting, administration and / or other related fields.
  • Fluent French and good command of English required
