  • The purpose of this consultancy is to provide a technical support to the Ministry of Education in its effort of revising the existing SRGBV Code of Conduct. Revision of the CoC is based on the recommendations provided by the study on the current CoC undertaken by UNICEF and MoE in 2018.

    How can you make a difference?

    Scope of the work assignment

  • In-depth desk review of the existing documents around Code of Conduct, violence against children and school policies in Ethiopia.

  • Review of policies, guidelines, standards, procedures, laws, existing platforms, frameworks for input to the CoC revision

  • Gathering relevant documents and experiences from around the world on preventing and responding to violence against children in schools with particular focus on documents from developing countries especially Africa.

  • Full technical engagement with the task force established by the Ministry of Education and engaged with revision of the Codes of Conduct.

  • Drafting and finalizing of training documents on CoC for different categories of local targets (teachers, Parent teacher Associations, Community Influencers, Families/ guardians, community structures and local government structures) around preventing and responding to VAC and SRGBV.

  • Supporting the Ministry of Education in administrative processes required to work on the CoC revision including drafting of invitation letters, workshop facilitation and following up with revision taskforce members.

  • Developing implementation guideline, reporting template and plan of action of the revised CoC.

  • Work closely with the MoE in the development of Advocacy and rolling out plans. Specifically, work with MoE Women Children & Youth directorate, in developing advocacy materials for endorsement and launching of the CoC by high officials.

    Reporting Line

  • The consultant will closely work with the Education Section and will be reporting to the Education Specialist (P4) supported by the Education Specialist overseeing Girls Education and Gender Equity in Education the Section (NoC). The consultant will be seated in MoE and liaise with the Directorate for Women, Children and Youth.

    Payment modality

  • Payment will be made on monthly basis up on completion of each monthly deliverables and when report is submitted to and accepted by UNICEF. A written communication from the Director for women, Children and Youth, and endorsement by Education Specialist NoC and approval by the P4 Education Specialist will be required for the consultant’s monthly and overall performance and subsequent remuneration.

    Deliverables

  • Draft report on desk review of Codes of Conduct, policies, plans around violence against children including SRGBV CoC from different countries and in country.

  • Ministry of Education supported in administrative processes required to work on the CoC revision including drafting of invitation letters, workshop facilitation and following up with revision taskforce members.

  • MoE supported in Revising and finalizing the Code of Conduct to prevent and
    respond to Violence against children & SRGBV in School

  • Five training documents each targeting teachers, Parent teacher Associations and school management, community structures, Families/ guardians, and local government structures) developed and endorsed by MoE. Further, one implementation guideline, and and SRGBV reporting template developed around preventing and responding to VAC and SRGBV.

  • MoE supported in the development of Advocacy and rolling out plans.

  • MoE supported in delivering a Training of Trainers

  • Final report on the whole CoC revision documented and submitted by the consultant.

    Monthly Payment Modality

  • 1st payment- upon submission of the desk review of document as highted under deliverable 1.

  • 2nd payment- upon completion of the draft revised Codes of Conduct for prevention and responding to VAC/ SRGBV in primary and secondary schools

  • 3rd payment- after 5 training documents, each targeting teachers, school management and Parent teacher student associations, families, community structures and local government bodies are submitted and approved by MoE Director for Women, Children and Youth and UNICEF Education Specialists.

  • 4th Payment- upon submission of rolling out strategy is developed and approved by MoE and UNICEF, Education Section.

  • 5th payment- after training of trainers is fully delivered targeting nine regions and two city administrations.

  • Final payment- upon submission of report narrating the CoC revision.

    To qualify as an advocate for every child you will have

    Education

  • An advanced University Degree in education, Psychology and/or other related social sciences or related technical field is required.

    The consultant should have the following qualifications:

  • Demonstrated ability to meet deadlines.

  • Excellent written in English, of publication standard.

  • Familiarity with the UN and UNICEF programmes.

    Experience

  • A minimum of 8 years of progressive work experience in violence against children and women and three years of experience in gender and education related activities.

  • Have recent, hands-on work she/he has made in the field.

  • Experience in producing training documents around Violence, Mental Health, and psychosocial support.

  • Strong quantitative and qualitative data analysis skills.

  • Good knowledge of national policies, programming principles, INGOs and NGO networks, and a strong knowledge of partnership principles in development work;

    Language requirements

  • Fluency in English and Amharic is required.
