    Purpose for the job

  • Join our team to provide technical support to program development and planning as well as advocacy events by ensuring that aspects of child poverty analysis, social protection and public finance are adequately covered in the different programs with the African Union and ECA. In her/his engagement, the role aims at improving

  • Public policies to reduce child poverty;

  • Social protection coverage and impact on children;

  • The transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and

  • Governance, and accountability measures to increase public participation and the quality, equity and coverage of social services. This is a transversal function supporting all Program Officers in their engagement with African Union and leveraging relevant regional partnerships networks around social policy and social protection for increased resources to advance UNICEF’s agenda for children and young people.

    Improving data on child poverty & vulnerability for increased use for policy and programme action

  • Lead continental studies on Children Without Parental Care and Universal Birth Registration.

  • Consolidate existing regional multidimensional and monetary child poverty reports into a continental report for policy advocacy at AU level.

  • Produce a data set system on child right key indicators to support preparation of reports and policy papers on the situation of children in Africa

    Strengthening social protection coverage and impact for children

  • Produce a compendium of social protection good practices and country case studies

  • Lead the preparation of technical events on the operationalization of the AU Social Agenda with focus on Social welfare workforce in Africa in collaboration with the AU Commission

  • Respond to requests from AUC for technical reviews on social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention on the most marginalized.

  • Supports improved monitoring and research around social protection impact on child outcomes and use of
    data and research findings for strengthening programme results.

    Improving use of public financial resources for children

  • Support and co-ordinate UNICEF active participation at AUC Conference of Ministries of Finance.

  • Work with UNICEF colleagues to prepare policy options papers for improved domestic financing of child-sensitive social investments.

    Strengthened advocacy and partnerships for child-sensitive social policy

  • Work with CSO, UN Agencies and relevant AU Department for improved monitoring and tracking of public expenditure to support transparency, accountability, and effective financial flows for essential service delivery in AU member states

  • Work across all technical areas to supports correct and compelling use of data and evidence on the situation of children.

  • Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and AUC.

  • Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the OMP.

    To qualify as an advocate for every child you will have

  • A first University Degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field

  • A minimum of 2 two years of relevant professional experience in Social economic policy analysis and Program planning or Monitoring and evaluation in a continental context.

  • Prior experience working with the African Union or one UN Agency would be an advantage

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
