    Background

  • The UNICEF Social Policy, Planning, M&E (SPPME) in South Sudan within the Implementing Partnerships Management (IPM) unit supports the Deputy Representative – Programmes and various programme teams based in Juba and 13 Field Offices on the oversight, quality assurance and technical support on implementing UNICEF’s CSO partnerships processes.

  • As of 30 June 2021, UNICEF South Sudan has over 90 active partnerships of which 41 per cent of them are national Non-Governmental Organizations (NGOs). These partnerships are essential for UNICEF’s delivery of programmes. UNICEF South Sudan rolled out the UNICEF global Prevention of Sexual Exploitation and Abuse (PSEA) procedures for Implementing Partners (IPs) as part of an organizational wide effort, in effect since February 2020.

  • To improve and simplify the partnerships management and reporting processes, UNICEF has introduced several online corporate partnerships management systems including the UN Partners Portal (UNPP) and the eTools Partner Reporting portal. UNICEF also continues to co-chair the One UN Partnerships Working Group, an interagency forum to promote common approaches in collaborating with CSO partners.

    Purpose

  • The purpose is to provide oversight, quality assurance and technical support to the management of implementing CSO partnerships and compliance with the respective operational policies and procedures in the country office.

  • The position also supports efforts to increase staff and partner understanding of UNICEF policy and procedures and enhance efficiency and effectiveness in the delivery and support of results for children specifically to focus on rules and procedures that apply to collaborative actions between UNICEF and civil society organizations (CSO) with UNICEF resources, focusing specifically on formalized arrangements with partners that are governed by a programme cooperation agreement (PCA), small-scale funding agreement (SSFA).

    Main Duties and Responsibilities

  • The position will work under the direct supervision of the Chief of SPPME and the overall guidance of the Deputy Representative – Programmes as well as work in close coordination with programme and operations teams, including the IPM (HACT) team.

  • Provide technical assistance to programme sections and field offices in the formalization and implementation of CSO partnerships in line with the CSO Policy and Procedure and other relevant organizational policies, procedures and guidelines.

  • Support the office in partnership submission, review and approval process by ensuring the timeline completion of agreement in line with UNICEF global benchmarks on partnerships development.

  • Guide and support the Programme section in the utilization of the of UNICEF tools and systems (i.e. e-Tools, InSight, VISION) as it relates to developing and implementing CSO partnerships.

  • Provide secretarial support to the partnership review committee including convening the weekly Partnership review meetings, preparing minutes and coordinate timely finalization of partnerships agreements documents.

  • Support the office’s capacity for effective and efficient CSO partnership processes by providing technical guidance and support to programme sections and field offices for the advancement of CSO partnerships towards the implementation of the UNICEF South Sudan Country Programme.

  • Assist the office in partnerships selection process by ensuring that partners are selected in accordance with
    the CSO Procedure through the UN Partnerships Portal (UNPP), the time limits for operationalizing partnerships are met as per global Key Performance Indicators (KPIs).

  • Maintain and regularly quality assure the data and information in eTools Partnerships Management Module (PMP) and the UN Partnerships Portal (UNPP) entered by Programme teams including any pending documents related to partnerships including the Final Partnerships Review.

  • Monitor and report on the status of CSO partnerships implementation using corporate tools and systems such as e-Tools and InSight, and support the preparation of the Monthly Implementing Partnerships Management (IPM) alerts to raise flags on key follow-up actions required by programme sections and field offices.

  • Assist with preparation and analysis of the partnership data and produce monthly CMT KPI dashboard.

  • Support and facilitate country office capacity development activities of staff and implementing partners on implementing partnership management with a special focus on implementation of UNICEF CSO procedures.

  • Support the roll-out and implementation of e-Tools in South Sudan Country office including the eTools Partners Reporting Portal (PRP), providing user support to programme teams and CSO partners, organizing briefing and training sessions as appropriate.

  • Attend coordination meetings with the UN, NGOs, member and the NGO forum sharing information, and supporting joint information programmes to increase UNICEF’s profile, and protect its interests.

  • Contribute to identification and sharing of good practices on implementing partnership management in South Sudan country office and interact with regional office Partnerships specialist as necessary.

    Minimum Qualifications & Competencies

    Education

  • First university degree in international development, public affairs, international relations, political science Business Administration, Financial Management, Economics, Auditing, Project/Programme Management or other related field.

    Work Experience

  • At least two (2) years of progressively responsible professional experience related to partnerships management activities, programme development/management, financial planning and management, or another related area.

  • Knowledge and familiarity with UNICEF CSO Policies and Procedures, and UNICEF South Sudan CSO related standard operating procedures (SOPs).

  • Strong organizational and planning skills.
    Knowledge and familiarity in using eTools e.g. Partnerships Management Module (PMP), Partners Reporting Portal (PRP) and UNPP, is an advantage.

  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment

  • Accuracy and professionalism in quality assurance of documents.

    Language Proficiency

  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
