UNICEF Consultancy to develop a child friendly version of the UNICEF Country Programme Document Jobs in UgandaHow can you make a difference? UNICEF Uganda is seeking to recruit a consultant to develop a child friendly version of the CPD 2021-2025.
The child friendly CPD will be derived from the main CPD document, that will be converted into an easy to read, interpret, and enjoyable document for children, adolescents and young people.
It will also integrate and highlight children’s voices collected, through a series of consultations in 2019.
Nested within Uganda’s National Child Participation Strategy (2017–2022), this exercise sets out to ensure that children are involved and are knowledgeable about the work UNICEF will be doing while supporting the Government of Uganda over the next five years.
The child friendly CPD also provides a platform to amplify the voices of children across all spheres of decision making that have an impact on their lives, starting with the UNICEF Country Programme Document (CPD) 2021 -2025.
The target audience for the Child Friendly CPD is children aged 6 – 18 years.
The UNICEF Uganda CPD 2021-2025 was developed through a consultative and participatory process with national and international partners including children.
The new Country Programme (CP) provides an opportunity for the Uganda Country Office to prioritize results, align programmatic engagement to the UNICEF strategic plan and ensure that the office is ‘fit for purpose’ to deliver commitments made for the children in a fast-changing landscape of population growth, refugee influx, health emergencies and urbanization.
The development of the CPD 2021-2025 followed an extensive and in-depth Mid-term review in 2018. The key principles to which the CPD process adhered to included:
Streamlining the process: building on the in depth and participatory Mid-Term Review in 2018
Alignment: with the Government of Uganda National Development Plan (NDP III), the UN Sustainable Development Cooperation Framework (UNSDCF) and the UNICEF Strategic Plan.
Evidence based: the CPD will build on the findings of the country programme evaluation, as well as studies and data from the 2019 Situation Analysis.
Participation: ensuring that the process is participatory, inclusive and transparent, and that all key stakeholders are engaged throughout the process.
Scope of Work
In close collaboration with Social Policy and Advocacy, Communications, and the Planning, Monitoring and Evaluation teams, and under the overall supervision of the Chief of Social Policy, the selected expert is expected to develop a child friendly CPD and key tasks expected of them include;
Review and analyze the new CPD 2021-2025 and share an inception report on how to creatively design/layout of the child friendly CPD with a child friendly language, visual and illustrative take.
Draft Child friendly CPD Integrating the voices of children and drawings collected during consultations with Children in 2 regions on 2019.
Pre-test of the draft Child friendly CPD.
Final child friendly CPD
The Consultant performance will be evaluated against the deliverables outlined below.
Key deliverables by the Consultant:
Develop an Inception report on design and layout of the Child Friendly CPD and share a draft Child friendly CPD having integrated the voices of children and drawings
Final Child friendly CPD having integrated feedback and inputs from teams and Pre-test with children
To qualify as an advocate for every child you will have…
The consultancy is open to professionals who hold;
University degree in social sciences, Fine/Visual art or a closely related field.
Demonstrated strong analytical, visual, communication, writing and editing skills
Language skills: spoken and written fluency in English
Experience of visual arts and associated crafts including illustration, cartoonist impressions
Experience in data analysis and translation into pictorial form
Insight on the situation of children in Uganda
Application Procedure/Call for Proposals
Interested candidates are required to submit a technical proposal on how they intend to approach the work.
The proposal should include a timeline, and methodology, based on the Terms of Reference.
The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees.
The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses).
This is a national level consultancy and competitive market rates should apply.
