  • The Evaluation Section currently consists of four positions, the Regional Evaluation Adviser, who reports directly to the Regional Director, two Multi-Country Evaluation Specialists covering Francophone and Southern African countries respectively, and the Evaluation Specialist, whose job is described here.

    How can you make a difference?

  • Under the supervision of the Regional Evaluation Adviser of UNICEF Eastern and Southern Africa Regional Office (ESARO), the incumbent will support UNICEF ESARO and all the 21 country offices in the region to strengthen the capacity and performance of evaluation systems and the implementation, monitoring and reporting on UNICEF’s evaluation policy.

  • The incumbent will lead the tracking of evaluation performance in the region, commission and manage high quality regional and Country Programme Evaluations, and ensure the use of evaluations to guide the design and implementation of programmes in ESARO and country offices.

    Key functions/accountabilities:

  • Responsible for supporting the implementation of the evaluation policy in the region and putting in place systems for achievement of the evaluation KPIs related to evaluation planning, quality of evaluations and use of evaluations. This includes the development of evaluation plans, maintenance of an evaluation quality assurance facility, development and tracking of management responses for evaluations undertaken in the Regional Office and country offices, and periodic reporting on the evaluation function.

  • Lead in the design and conduct of regional thematic and programme evaluations in development and humanitarian settings, including country programme evaluations, and participate as needed in the conduct of country office-managed evaluations.

  • Lead in the further development of an evaluation-focused knowledge management system in the regional office and support training of country teams and partners in evaluation standards and methodology.

  • Contribute towards the identification of knowledge gaps and
    evidence needs at the country and regional level and assist in planning, implementation, dissemination and use of evaluations.

  • Promote partnerships with other UN Agencies, International Financial Institutions and Voluntary Organization for Professional Evaluators in support of national evaluation capacity and systems development and facilitate setting up national evaluation associations.

  • Provide any other type of technical support on evaluation as required by the regional and country offices – including planning, design, quality assurance and management – with particular attention to those offices not covered by the Multi-Country Evaluation Specialists.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences or relevant technical field.

  • A minimum of 8 years of relevant professional experience in design, conduct and managing research and programme evaluations at national and/or international levels. Technical knowledge of latest developments and application of evaluation methodology to social programmes and knowledge of social statistics. Knowledge of quantitative and qualitative research methods and data analysis.

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Portuguese is an asset.
