  • Over the last decade, insurgency in the North East (NE) of Nigeria has displaced a significant segment of the population and caused extensive loss of life. Segments of community has lost means of supporting themselves. Military and other formal security institutions have been involved in counter insurgency action seeking to liberate affected areas and prevent attacks to many other areas in the NE.

  • In 2019, the State Government of Borno adopted the Borno State Security Trust Fund (BSTF) and other Matters Connected there with the Law, 2019 “Borno Security Trust Fund Law, 2019” (BSTF Law). The Law seeks to achieve the objective on: Providing resources for the acquisition and deployment of security equipment and such human, material and financial resources as shall be found necessary for the effective functioning of all Federal, State, local Government and other security agencies operating in the state and part of the fund shall be reserved for training and retraining of security personnel.

  • The BSTF brings together representatives from the legislative arms of Federal and State Government, all formal security sector actors operating in the state, state government actors, representatives of Volunteer Security Outfits (informal security actors), religious and traditional institution representatives. In 2020, following the establishment of the BSTF, together with the United Nations Development Programme a series of capacity development interventions with the BSTF board were completed.

  • To this end and following subsequent consultations between the BSTF and UNDP, the two organizations require the services of a consultant to support the development of a strategic plan of the BSTF and operational work plans in support to strategic implementation of the trust fund mandate, interlinkage with federal level policies, including on realization of key priority recommendations from the joint capacity development forum of 2020.

    Duties and Responsibilities

  • Given this context UNDP seeks the services on a strategic policy development expert that would be able to deliver a high-quality strategy and operational plan that will support the implementation of the BSTF Law, 2019.

  • The expert will complete a series of consultation within the BSTF and externally with relevant state and federal government institutions, complete desk review of appropriate federal and state level policies, laws, plans and budgets, share drafts with the BSTF and offer capacity development as appropriate with respect to process, approach and implementation requirements, receive feedback, and deliver a final approved version of the 2021-2023 strategic plan and operational plan of the BSTF. This will be the final deliverable of the assignment.

    To accomplish this, the expert will:

  • Mount and engage in consultations with the BSTF board membership, federal and state government and other relevant institutions on strategy design:

  • Provide a roadmap, for the assignment, including a timeline for activities implementation, consultations, writing, feedback, integrated capacity development, and delivery of the strategy and operational plan;

  • With support from the BSTF, receive a comprehensive set of documentation to be reviewed in completion of the task;

  • Identify additional resource materials necessary for effective assignment completion;

  • With support from the BSTF, create a comprehensive consultation list for all relevant stakeholders to be met;

  • Attend external meetings as may be advised by the BSTF, which would be necessary to accomplish this task;

    Develop a BSTF Strategy and operational plans (2021 – 2023) aligned with the BSTF Law:

  • Present agreed upon roadmap for the assignment;

  • Consolidate findings from consultations and desk reviews into a strategy and integrated operational plan connected to realizing the objective of the BSTF and functions of the BSTF Board as outlined in the BSTF Law, 2019;

  • Outline a short progress report (internal) from implementation of the BSTF law from 2020 when it was passed;

  • With inputs from the BSTF, define a vision and mission linked to the strategy implementation;

  • Receive feedback from the BSTF on iterations of the drafts and
    build feedback into the approved version;

  • Include milestones as appropriate linked to realization of specific results in the strategy and operational plan, estimated financial and other resource requirements and implementation timelines;

    Integrated capacity development of the BSTF using lessons emerging from design process;

  • Provide targeted training and continuous capacity development linked to the design of the strategy and operational plan;

  • Ensure information pertaining to all participants of all consultations is adequately collected and provided to the BSTF;

  • Support to a public release (official event) of the completed strategy through a public event;

  • Comprehensive written report providing an account of the entire design, engagement, capacity development and approval process. To include all references consulted, pictures from engagement sessions and additional relevant analysis, provided to the BSTF and UNDP;


    Core Competencies:

  • Excellent facilitation and communication skills

  • Ability to communicate in Kanuri and/or Hausa will be an added advantage;

  • Efficient in meeting commitments, observing deadlines and achieving results; Shows persistence when faced with difficult problems or challenges; Demonstrates thoroughness and looks for ways to improve

  • Manages competing demands and changes approach or methods to suit the situation.

    Planning & Organizing Capacity:

  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.

  • Plans, coordinates and organizes workload while remaining aware of changing priorities and competing deadlines.

  • Demonstrates ability to quickly shift from one task to another to meet multiple support needs.


  • Works collaboratively with partners to achieve organizational goals;

  • Solicits input by genuinely valuing others’ ideas and expertise;

  • Facilitates the development of individual and multi-cultural/team competencies;

  • Ability to provide substantive training and mentoring, and manage teams;

    Required Skills and Experience

  • The individual applying should have the following core qualifications:

  • Master’s Degree in Public Policy and Administration, International Relations, Development Studies, Organizational Development, Human Resource Management, or related discipline.


  • Minimum of 7 years of relevant experience working in the public sector including preferably in a Government agency performing such roles;

  • Demonstrable experience in strategy development in public or private sector, including in mounting consultative processes with a variety of actors;

  • Experience in public sector capacity building for policy design and implementation;

  • Experience in leadership coaching and development within public and/or private Organizations;

  • Experience in Facilitating change management and learning;

  • Demonstrable experience on working with formal security institutions and/or in the security sector will be an added advantage;

  • Experience working with conflict contexts will be an added advantage;
