  • The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate.   • South Sudan continues to face a political crisis manifested in violent conflict and insecurity associated with an economic and protracted humanitarian crisis. WFP manages the largest humanitarian response in the country, reaching almost 5 million beneficiaries in 2020.

    Organizational Context

  • WFP South Sudan is implementing a multi-year (2020-2024) project funded by the European Union Trust Fund (EUTF) for Africa. The project, “Feeder roads to strengthen the livelihoods & resilience of rural communities – To improve food security of the target vulnerable populations in Northern and Western Bahr el Ghazal States and the Greater Upper Nile – South Sudan,” will be implemented in 48 months, effective October 2020, and will benefit 15,000 people (90,000 beneficiaries) in the Greater Bahr el Ghazal and Greater Upper Nile regions.

  • The project targets households vulnerable to climatic and other shocks: e.g., smallholder farmers, agro-pastoralists, private sector actors, state and country authorities, and customary chiefs at boma and village levels in the target counties. Activities include community asset creation, capacity building, and facilitation to improve agricultural production, productivity, post-harvest management, and marketing.

    Job Purpose

  • The purpose of this assignment is to support the implementation of the EU-funded project by WFP field offices and cooperating partners with particular focus on agribusiness development of targeted households and public and private sector actors to increase and diversify production, value addition, and marketing and to access other agricultural services such as microfinance, within and across local agri-food systems.

  • The Consultant will report to the Head of SAMS under overall guidance by the Head of SNR.

    Key Accountabilities

  • Support in strengthening the partnership with the Ministry of Agriculture and Food Security (MAFS) and other line Ministries and Departments at national and State levels to provide capacity building to smallholder farmer enterprises (e.g., farmer cooperatives) and ensure a harmonized approach with the national regulations, policies, and strategies.

  • Provide technical support to WFP field office and cooperating partner technical staff to formulate and strengthen a strategy and workplan on capacity building activities in agribusiness development.

  • Provide guidance to and ensure quality capacity building activities to support the formation of and strengthen the governance and functioning of farmer organizations by the cooperating partners.

  • Support WFP field offices and the cooperating partners in the facilitation of business linkages between targeted smallholders/farmer organizations and input and output markets and other agricultural services to catalyze inclusive and efficient food systems in the project locations

  • Contribute to the integration of SNR programmes (SAMS, FFA, School Feeding, and Urban SafetyNet) and linkages with WFP local food procurement and cash-based transfers for sale of raw and processed foods.

  • Contribute to the discussion and incorporation of nutrition sensitive and gender mainstreaming within the project activities.

  • Identify and strengthen partnerships with other UN agencies and agricultural and private-sector development actors in smallholder agricultural production and the development of micro and small agribusiness enterprises.

  • Contribute to strengthening the project theory of change and logframe to ensure tracking progress in agribusiness development and support activity monitoring as well as output and outcome data analysis, documentation, and dissemination to ensure that WFP meets the EU project requirements in evidence generation, learning and reporting.

  • Any other duties as required

    Deliverables at the of the Contract:

  • Improved capacity among WFP and partner staff to support the development of agribusinesses in the EU project locations.

  • Agribusiness development activities across all EU project locations effectively implemented.

  • Increased awareness of
    and advocacy for the EUTF project.

  • Developed linkages with other WFP programmes and interventions of other agencies, particularly the UN, to increase services provided to vulnerable households and smallholder farmers in the EU project areas.

  • Increased engagement with national and state ministries in agribusiness development activities.

  • Quality and timely input into the EU project reports and other documents on SAMS.

    Standard Minimum Qualifications

  • Education: Advanced university degree or university degree with experience and training /courses in one or more of the following disciplines: agriculture, agricultural economics, business, economics, social policy, international development, or related discipline.

  • Experience: At least 5 years of postgraduate, progressively responsible, job related experience in agribusiness development, market-based approaches in smallholder agricultural development, climate adaptation actions, cash-based transfer programming, programme management, or fields related to the assignment

  • Knowledge &skills: A demonstrated ability to prepare concise and analytical reports and documents in English.

  • Proficiency in utilising computers, including word processing, spreadsheet, power point, and other office software packages and systems.
