    Temperature Sensitive Logistics in WFP

  • In recent years, WFP’s expertise and footprint were increasingly leveraged to tackle health supply chain challenges. WFP works with governments and health partners in a range of countries both to respond to emergencies (e.g. Ebola, Covid-19) and to structurally strengthen local supply chain capacities, with the goal to make public health systems more performant and shock-resilient.

  • Building on experiences gained, WFP is launching a multi-year global initiative to provide supply chain technical assistance to public health actors in countries where specific needs and opportunities are identified. In line with global and national health strategies, WFP will avail and transfer its knowledge and know-how in core supply chain areas and in the field of emergency preparedness.

    Job Purpose

  • The Supply Chain Officer (“SCO”) will work in direct collaboration with Africa Center for Disease Control (Africa CDC) in Temperature Sensitive Logistics. The Supply Chain Officer will support the design, launch and implementation of regional activities in support of national health partners and strategies.

  • In this role, the SCO will work collaboratively with WFP’s team, client structures and partners as needed, to create high quality technical assistances approaches leading to transformative and scalable change and ultimately, to lasting supply chain improvements.

    Key Accountabilities

  • Working closely with the Africa CDC Country Engagement Team project team leads in collaboration with the WFP Deputy Saving Lives and Livelihoods (SLL) Coordinator, the incumbent will assist as follows:

  • Support / contribute towards the development of Africa CDC Country Engagement Team’s SLL logistics plans and processes in compliance with wider logistics policies.

  • Support Africa CDC country engagement team’s operational day-to-day activities for the SLL project following standard processes and contributing, directly or indirectly, to the effective delivery of the SLL initiative.

  • Establish and maintain internal and external information-sharing mechanisms and systems to ensure timely logistics / supply chain preparation activities, good tracking and visibility on the movement of goods in country.

  • Identify, build and maintain effective relationships and collaborations with key stakeholders in Africa CDC’s SLL project, ensuring efficient communication and information sharing for optimal decision making.

  • Analyses supply chain operations and produces supply chain report/dashboard in support of SLL supply chain operations.

  • Coordinates with relevant functional areas across teams and liaises with SLL’s counterparts to obtain the inputs required for operational analyses.

  • Support the capacity building of Country Engagement Team (Africa CDC staff) for
    efficient and effective delivery of COVID 19 vaccines through the SLL initiative to beneficiaries.

  • Ensuring efficient and timely coordination in SLL project for both internal and external stakeholders as required for meetings, action points, reports.

  • Make sure appropriate flows of information are built and sustained to create shared knowledge.

  • Prepares accurate and timely reports on the SLL activities for internal and external stakeholders to enable informed decision-making.

  • Provide technical and operational support to the Af. CDC Country Engagement Team and implementation of Africa CDC’s vaccine roll-out.

  • Support the Af. CDC Country Engagement Team Lead in tracking progress of SLL programmes at country level.

  • Support the development of Af. CDC SLL’s country Programme Management Unit action plans and work to achieve its objectives.

  • Support Af. CDC Country Engagement team as it refines the country engagement model based on learning from implementation of the SLL Programme.

  • Prepares proposals, collaborative agreements and/or contracts for the engagement of new partners, briefing materials for Africa CDC Country Engagement Team Lead, donors and partner organizations as requested; input on SLL project to improve communications, information sharing, and coordination between participating organizations; and reports to internal or external stakeholders.

  • Recognizes and assesses the sensitivity of information obtained; Respects the confidential nature of sources of information where relevant.

    Standard Minimum Requirements

    Education

  • Advanced university degree from a recognized academic institution in one or more of the following areas is required: Supply Chain Management, Logistics, Business Management, or First University degree with additional years of related work experience and/or training/courses.

    Experience

    You have:

  • Minimum 5 years progressively responsible professional work experience at national and international levels in project management, supply chain coordination and management, health supply chain. At least 3 of these years at a supervisory level.

  • Experience in cold chain management is an asset

    Language

    You have:

  • Fluent in oral and written English and French

    Desired Skills and Abilities

  • Demonstrated project planning and management skills for organizing, planning and executing projects from conception through implementation.

  • Ability to perform well under pressure, rearrange changing priorities.

  • Knowledge on health supply chain, mainly cold chain and/or vaccine operation preferred

  • Self-motivated and proactive; able to take initiative and work autonomously to achieve objectives

  • Strong problem-solving skills; has ability to structure ambiguous problems and solve quantitative and qualitative concerns

  • Highly developed communication skills, with experience using both written and verbal mediums to communicate recommendations and influence outcomes.

  • Effective people management, delegation, and organization skills; Ability to work both individually and in a team.

  • Ability to interact with senior leaders and wide range of stakeholders with credibility, confidence, tact and diplomacy.
