Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda.

In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Ugand

Are You Up to the Challenge?

We are seeking for a qualified individual for the position of Programme Associate (Assessment/ Evaluation), SC6 based in Kampala. The selected candidate will be employed on Service Contract.

Organizational Context

This job is found at the Country Office (CO). The Job holder reports to the Programme Policy Officer, Programme Partnership Team or the designate.

At this level, the job holder is typically involved in Partnership Evaluation during the implementation of the Field Level Agreements and analytical work involving report writing and recommendations on the capacity gaps identified.

Job Purpose

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Key Accountabilities (not all-inclusive)

  • Coordinate capacity assessment process together with the technical units and the Field/Area offices;
  • Update corporate tools to fit the country, project specifications and organizational structures.
  • Coordinate the performance assessment process for current partners during the FLA.
  • Update corporate tools to fit the context of the country, project specifications and organizational structures.
  • Develop improvement plans for Cooperating Partners (CPs) on identified areas of concerns.
  • Support CPs and WFP staff to monitor and follow up on the on the identified gaps;
  • Together with the Field/Area Teams track progress of agreed action points (performance improvement plans).
  • Assist in the CP selection processes to develop more collaborative and strategic relationships in line with Country Strategic and WFP visions.
  • Support the administrative processes for the implementation of FLAs and/or MOUs in consultation with WFP and partners.

  • Broad Knowledge of Specialized Areas Understands basic technical concepts and data and their relevance to food assistance programmes.
  • Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

    Standard Minimum Qualifications

  • A University degree from accredited University in International Studies, Economics, Politics or any another other related field;
  • At least four (4) years of progressive work experience , with at least one year in partnerships management;
  • Demonstrated ability to work in a team and under minimum supervision;
  • Strong written and analytical skills;
  • Strong computing skills and knowledge of

  • Experience working with policy discussions
  • Experience in Monitoring and Evaluation specific to NGOs

    Desired Experiences for Entry Into the Role

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
