UN High Commissioner for Refugees Medical Associate Jobs in KenyaGeneral Background and ContextKakuma refugee camp and Kalobeyei settlement hosts over 192,000 refugees from multiple countries.
Under the KISEDP it is envisioned that the inhabitants from both Kakuma and Kalobeyei consisting of both refugees and host community will work together towards achieving the vision for socio-economic integration and self-reliance.
In achieving this vision there is need to ensure all inhabitants can access quality health care services.
A big component of social integration is ensuring existing health services are integrated in existing county and national health systems.
In addition to the integration there is need to ensure that services provided are of high quality, are accessible to both host and refugee community and designed to ensure sustainability.
This are actions towards realizing universal health coverage which is a major component of sustainable development goal number 3 of ensuring health and wellbeing for all.
Under the overall supervision of the Asst Public Health Officer He/She will be working in both Kakuma refugee camp and Kalobeyei settlement.
He/ She will work within the health unit working closely with the UNHCR health implementing partners, Ministry of Health in Turkana West subcounty as well as National Hospital Insurance fund officials.
The incumbent will be expected to contribute to the design and successful implementation of the health program, financed through National Hospital Insurance Fund to ensure access to quality health services for both refugees and host community.
This will be done in coordination with health implementing partners, MoH, the community and NHIF.
Responsibility (processes and functions undertaken to achieve results)
Under the supervision of the Assistant Public Health Officer, the Medical Associate will perform the following tasks;
Mobilize and facilitate targeted refugees in Kalobeyei and Kakuma to enroll with National Health Insurance Funds under the sponsorship of UNHCR
In collaboration with Sub-County Medical Officer of Health, identify and facilitate enrolment of selected host community to NHIF.
Together with livelihood officer, develop graduation criteria under the self-reliance program.
Mobilize and sensitize able refugees and host community in Turkana West to enroll with National Health Insurance Fund and pay prescribed premium.
Support enrolled beneficiaries to access services and or secure pre-authorization from NHIF as need arise.
Coordinate Community based health prevention activities, in line with community health strategy, the contribute to universal health coverage.
Ensure timely reception of proforma invoice from NHIF and processing through program and finance sections.
Monitor and provide regular reports on access and utilization of health insurance cover.
Lead and participate in coordination forums with health partners, MoH and NHIF to ensure coordinated operationalization of new health financing model.
Undertake other relevant duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
The health needs of the population of concern are met without disruption during implementation of insurance health financing model of care.
UNHCR’s policies, standards and procedures are constantly and coherently applied.
Enrolment of persons of concerns is facilitated into the NHIF, 9,000 households in the first phase of implementation in 2020
Access to benefits accruing are realized within partner run facilities in Kakuma (1), Kalobeyei (2) and identified referral facilities outside Kakuma.
Monthly updates of funds reimbursed from NHIF for services delivered in all accredited facilities in Kalobeyei and Kakuma.
Essential Minimum Qualifications and Experience
Diploma in Nursing, Clinical Medicine, Health Records, HMIS, Health Insurance, or Public Health.
5 years’ experience in the medical or health insurance field.
Desirable Qualifications & Competencies
At least three years working in Community based health services.
Previous work experience with National Insurance Scheme, Health Management Organization (HMO), or development agency will be an added advantage.
