Background:

Disasters caused by natural hazards are on the rise worldwide. The vast majority of Red Cross operations in the African Great Lakes Region are in response specifically to epidemics and floods.

The human and socio-economic costs of disasters of natural origin are significant.

They are both a consequence of, and a catalyst for, further internal disruption and conflict within the region.

Therefor the URCS, in partnership with the Belgian Red Cross – Flanders, intents to address the needs of the population in the Districts of Kibuube, Kyegegwe and Ntoroko through the project “Enhancing community resilience to epidemics and hydro-meteorological hazards in the African Great Lakes region”.

The project aims to prevent or mitigate the impact of disease outbreaks or HM disasters by improving the resilience and readiness of communities at risk, and by preventing the transmission of pathogens amongst community members.

Job Purpose:

The Project Officer – Disaster Risk Reduction and Management will be responsible for implementation of the Community Based Disaster Risk Reduction/Management at the District level.

The Officer will be responsible for:

  • Supporting the Branches in the development of work plans and monitoring the implementation of Disaster Risk Reduction and Management activities in the districts;
  • Supervising the implementation of the Disaster Risk Reduction and Management project in the districts/branches;
  • Collaborating with branch management, volunteers and stakeholders in support of improved Disaster Risk Reduction and Management in communities;
  • Coordinating and linking project implementation between the districts, branches and headquarters line departments
  • The overall role of the Information Management Officer (IMO) is to ensure that information required to support the Refugee Response project operations (BRC-FL) is collected, organized and distributed to all operational stakeholders within URCS.
  • To that purpose the IMO supports the Project Team in designing a project specific Information Management Governance, and its day-to day implementation across the project.
  • To a broader extent, the IMO supports the Director of Disaster Risk Management (DRM) in developing a departmental Information Management Strategy, and will facilitate the effective and efficient operation of DRM’s Information Management Systems, by: utilizing best practice, innovation and technical expertise in all areas of information management and driving the use of an electronic information management system across the department.

    Key Responsibilities
  • Assist Project Manager in developing operational plans on weekly and monthly basis, reviewing activities periodically;
  • Co-ordinate with DRR Manager for effective implementation of the Community Based Disaster
  • Risk Reduction/ Management (CBDRR) activities and to work with the community for the roll-out of agreed project activities;
  • Ensure effective implementation of CBDRR/M initiatives i.e. formation of DDMCs, HVCA, risk and resource mapping and Disaster Preparedness Planning
  • Ensure that CBDRR is implemented effectively in a good quality standards and ensuring consistency of the work in accordance to the project goal and objectives;
  • Facilitate the development of early warning systems as well as information dissemination to target beneficiaries
  • Facilitate and organize training programmes for the District Disaster Management Committees and the civil society organizations officials;
  • Facilitate and organize field visits of various stakeholders at field sides for effective implementation and support to ensure sustainability;
  • Develop, maintain and improve work coordination with local key stakeholder partners (District Authorities, community, NGO, international bodies), to ensure the successful implementation of
    the project activities;
  • Provide regular and follow up support to communities’ organizations on CBDRR activities;
  • Develop progress reports periodically to line manager, in order to ensure the provision of accurate and updated information;
  • Ensure crosscutting issues (gender, CEA) are incorporated into project implementation
  • Ensure program volunteers safety and security, and ensure all RED CROSS policies and principles are upheld at all time.
  • Undertakes any other tasks assigned by supervisor).

    Education Qualifications
  • Minimum Bachelor’s Degree in Disaster Management, Development Studies and or Social Sciences or a related field from a reputable institution;
  • Post Graduate qualification in Project Planning and Management, Disaster Risk Management, information Management (PME&R) will be an added advantage.

    Essential Knowledge and Experience
  • Minimum 3 years work experience in disaster risk management, emergency and development programme management, preferably with non-government organizations and a good understanding of relevant humanitarian and disaster risk management policy issues;
  • Experience of implementing best practices
  • Strong interpersonal skills and excellence as a team player
  • Proven experience in leading and coordinating Rapid Needs Assessments, and starting up emergency response projects.

  • Positive, respectful attitude and collaborative approach to diversity;
  • Track record in community mobilization, technical training, facilitation and awareness raising activities;

  • Team player, self-motivated and proactive on own initiative to set and achieve goals;
  • Highly motivated, self-starter able to lead a process, engage others and create ownership;
