Uganda National Oil Senior Legal Officer - Compliance Jobs in Uganda

The Uganda National Oil Company Limited (UNOC) was established under the Petroleum

(Exploration, Development and Production) Act, 2013 and the Petroleum (Refining,
Conversion, Transmission and Midstream storage) Act, 2013 and incorporated under the
Company’s Act 2012. It is a limited liability company wholly owned by the Government of
Uganda.

Uganda National Oil Senior Legal Officer - Compliance Jobs in Uganda

Responsibilities

  • Ensure that UNOC’s internal policies and procedures are appropriately implemented
    by UNOC and its subsidiaries.
  • Support and coordinate the monitoring of legal and regulatory developments within
    Uganda and globally that may impact the regulatory landscape of UNOC and its
    businesses and ensure these are effectively communicated to relevant stakeholders.
  • To be actively involved in defining and drafting of legal, regulatory and internal policies and annual compliance plan for Uganda National Oil Company and its subsidiaries.
  • Supporting and participating in initiatives and processes to create awareness across
    the UNOC business on legal, regulatory and internal policies compliance requirements.
  • As required, interpret, provide advice and guidance on legal and regulatory compliance
    matters to UNOC and its subsidiaries.
  • Coordinate the drawing up of formalities to monitor and assure legal and regulatory
    compliance and to internal policies and procedures.
  • Develop the necessary compliance trackers to drive and ensure compliance by UNOC to
    legal, regulatory and internal policies requirements as deemed necessary.
  • Coordinate and ensure all necessary submissions to regulators are made in a timely
    fashion in accordance with the applicable laws and regulations.
  • As and when required, liaise with the industry regulators to ensure a coordinated
    working approach between UNOC and the respective regulators of its business
    including securing requisite approvals and project authorisations.
  • To conduct legal and regulatory analysis and research on various compliance matters.
  • File all necessary documentation for compliance of the company and advise across the
    company on the legal effects of any government policy proposals and bills of parliament
    that may have a bearing on the UNOC business.
  • Liaise with other departments and stake holders and develop, manage and review
    company policies and manuals among others and as appropriate, contribute to or
    influence company policies.
  • Compile and maintain regulatory documentation databases including applicable laws, regulations and ensure these are kept updated at
    all times.
  • Recommend changes to company policies and procedures in response to changes in
    regulations, laws and best legal practices
  • Perform any other duties as may be assigned from time to time by the supervisor.

    Requirements

  • A bachelor’s degree in Law (LLB)
  • A diploma in legal practice
  • A master’s in law in a relevant discipline such as in Oil and Gas, Project Financing,
    Corporate Law will be an added advantage
  • Must have at least 6 (six) years’ experience in a busy corporate entity of high repute.
  • Experience in dealing with complex transactions in a large corporate entity.
  • Demonstrated experience in dealing with regulatory, legal and contractual compliance
    aspects of complex transactions in a large corporate entity.
  • Must have excellent analytical, research and drafting skills.
  • Excellent judgment and ability to anticipate legal issues or risks.
  • Strong interpersonal and communication skills and the ability to make sound decisions.
  • High level of integrity, proven track record of outstanding performance, and ability to
    work under pressure as part of a team.
