Basic Function of Position


  • Incumbent serves as an investigator working with Assistant Regional Security Officer – Investigator (ARSO-I) in conducting complex and sensitive investigations. These types of investigations include but are not limited to: visa/passport fraud; citizen, immigration, and other forms of travel document fraud; and investigations related to crimes of joint interest to the United States and the Republic of Kenya. The Police Investigator from the Vetted Unit is expected to help reduce the manufacture, sale, distribution, trafficking, and counterfeiting of United States and other foreign identity documents that can be used by transnational criminal and terrorist organizations.

  • Incumbent develops and maintains liaison efforts with host government law enforcement agencies, security organizations, customs/immigration officials, and court personnel. This includes but is not limited to local police, Administration Police, Kenya Wildlife Service, Diplomatic Police Unit, Airport Personnel, Criminal Investigations Department, and other law enforcement and Government of Kenya (GOK) entities.
    Other types of investigations include procurement/financial irregularities, employee malfeasance/misfeasance, and American Citizen Services (ACS) issues. Incumbent also provides support for VIP and U.S. delegation visits and will assist other embassy offices and United States Government (USG) entities as directed by ARSO-I.

  • The incumbent will be available 24 hours a day to respond to emergencies or contingencies as directed by the ARSO-I.

    Major Duties and Responsibilities

    Investigative responsibilities: (50% of the time)


  • Incumbent conducts routine and complex investigations involving the production, sale, and/or use of counterfeit documents for the purpose of identity theft, alien smuggling, human trafficking, and visa/passport fraud.The incumbent conducts investigations, interviews, develops sources, and meets with contacts to further investigations.

  • Incumbent coordinates with the ARSO-I and or Criminal Fraud Investigator (CFI) to build cases against individual subjects and criminal enterprises that produce, sell and use counterfeit documents for the purpose of fraudulently obtaining United States Visas, Passports and/or other travel documents.

  • Incumbent is responsible for completing detailed and timely investigation reports and brief the ARSO-I/CFI on the status and outcome of investigations.

  • The incumbent will provide verbal and written translation in Kiswahili and English as needed.

  • Incumbent will provide official statements on behalf of the USG to the Kenyan Courts that will be used as evidence during criminal proceedings.

  • Incumbent will testify in Kenyan Courts against criminals and will have an understanding of Kenyan law as it pertains to document fraud, alien smuggling, human trafficking and other ancillary crimes.

    Liaison and Protective Security: (30% of the time)

  • Incumbent will build relationships with GOK officials
    (all ranks). Incumbent will maintain liaison duties with security and law enforcement personnel within the GOK and participate in the exchange of information as related to criminal and terrorist activity or threats.

  • Incumbent will maintain and update a database of ARSO-I contacts and other pertinent case and administrative information.

  • Incumbent will develop criminal cases and work with contacts to bring charges against document vendors, alien smugglers, human traffickers and other types of individuals involved in criminal activity.

  • Incumbent will assist in protective security coverage during USG dignitary visits.

    Miscellaneous Investigative Responsibility: (15% of the time)

  • Conducts miscellaneous investigations, including employee malfeasance/misfeasance, theft, fraud, vehicular accidents, and/or other internal investigations, as required.

    Training, Assistance Responsibilities: (5% of the time)

  • Assists ARSO-I/OCI office with coordinating training to be presented to the GOK and other related Airport personnel.

  • Incumbent will support other embassy offices and USG entities as directed by ARSO-I.

    Education

    Qualifications Required:


    NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  • University Degree in Social Sciences or Law Enforcement is required.

  • Level IV (Fluent) English and Level IV (Fluent) Kiswahili is required.

    Other Criteria

  • Must have a complete understanding of how Kenyan law applies to document fraud, alien smuggling, and human smuggling.

  • Must have complete knowledge of Kenyan government documentation and procedures; criminal law including criminal procedure code, the Evidence Act, laws pertaining to marriage, identification, tax, and similar areas where fraud might occur; security protection procedures including surveillance, static and mobile guard, and VIP protection; methods of obtaining evidence within Kenyan law.

  • Must be able to write detailed reports, translate documents from Kiswahili into English and vice versa.

  • Must be able to conduct interviews.

  • Must have a valid driver’s license.

  • Must be strong in Microsoft Office (will be tested).

    More Details on Experience

  • Officer-Ranked Inspector of Police and below or similar with minimum three years of investigative and prosecutorial experience is required.
