Department Summary: The Community Health Systems Strengthening is a programs department that delivers evidence based and innovative Community Health Initiatives. This position is in charge of Coordination of the project in West Nile responsible for planning and overseeing the project to ensure that it’s completed in a timely manner and within the budget lines. She/he will work in close collaboration with the Programs team, District Health Team Members, donors, the Technical Committee team, Steering Committee and the civil society ensuring successful project implementation.
Overall Purpose/Broad Function:
The coordinator provides overall oversight in all the districts in the cluster. The Regional Coordinator will provide programmatic support and coordination to the effective management of the Project offering administrative guidance to the regional office and technical oversight. The officer will also be responsible for developing timely reports and attending strategic engagements on behalf of THETA Uganda.
Lead the process of programme start up in the Region
Work with the relevant regional and District personnel to see that all relevant programme
start up and planning tools are developed, if not already in place.
Support the Human Resources team to recruit all full time staff on the project
Provide technical and management support to the Project Officers to coordinate
overall programme implementation across the Districts to ensure that activities are carried out in a timely way and within budget. At all times, work in line with the agreed multi country programme partners to ensure effective communications and decision making between the programme and the Headquarter management teams
As the regional technical person, develop and monitor a consolidated budget for this programme with the support of regional Accountant and, in liaison with Executive Director and Headquarter Technical Officers.
Support the Headquarter Managers to monitor and review their budgets on a regular basis and work with the relevant Headquarter and regional personnel to institute corrective measures for any anomalies that may arise.
Be responsible for developing consolidated progress narrative reports in accordance with arrangements specified by the programme lead
Work with the regional Accountant and Headquarter Managers to ensure narrative and financial reports are submitted in accordance with arrangements specified by THETA or the Donor.
Lead the development of any additional Programme documentation that may be requested
by the field team
Technical inputs and support
Lead the conceptualization, design and implementation of the Project teasing out clear strategies, plans and methods especially for catch-up and acceleration to achieve the project results
Work closely with the M&E team to prepare a M&E plan and work with Managers and Officers to see that implementation occurs on time and that the information feeds into internal and external learning cycles.
Support regional and national efforts on the adoption of policies and guidelines that are best practice for malaria case management, specifically for severe malaria.
Work closely with appropriate technical personnel to prepare a capacity development plan and tools for health workers involved in severe malaria case management to strengthen the quality of care at health facility and referrals from community level
Provide technical inputs to the design of advocacy materials and technical
Work with Project Managers and officers to prepare and implement a stakeholder engagement plan in order to create a close working relationship with the Ministry of Health, regulatory authorities and relevant private sector organizations in each participating District
Work with the other team members and specialist at local, national, regional and global level in the programme as outlined in the final Programme proposal approved by the donor.
Oversee the design of a project transition plan and work with relevant personnel to see that
over the project period transition activities take place and are monitored.
Work closely with relevant personnel to see that health commodities provided for THETA Uganda supported activities through this project are appropriately quantified, managed and monitored.
Work with the Executive Director and Managers to determine technical support needs to implement the Programme.
Technical performance management and Quality Assurance
Monitor the performance of the programme and see that the work is of high technical quality.
Communications and Documentation
Provide regular and timely updates to the oversight teams and THETA Uganda’s
Be the main point of contact and provide information and updates as specified by the Agency.
Ensure that the programme communications strategy is developed and implemented with
the support of the designated staff. This includes the production of case studies, reviews of lessons learnt, general documentation for internal and external dissemination, and peer reviewed publications.
Lead on the technical writing of dissemination documents to allow wider sharing of THETA Uganda’s experiences, lessons and successes.
Lead the development of any additional programme documentation that may be requested
the programme lead.
Represent THETA Uganda at appropriate programmatic, coordination, and partner
Liaise as needed with the Programme partners to ensure smooth programme implementation
Support the Executive Director to represent THETA Uganda, and participate in relevant regional events, technical networks and working groups as needed.
The ideal candidate must hold a Master’s Degree in Social Work, Community Development, Public Administration, Public/ Community Health or related field.
A minimum of 5 years’ experience in project management in a development context with key donors. Experience in managing US Federal funded or EU health projects a requirement.
Familiarity with districts and Ministry of Health implementation structure desirable
Experience in budget formulation, financial management and administration.
Experience in developing and maintaining partnerships with local government counterparts, CBOs, donors, and NGO partners.
Experience in using basic project planning tools.
Experience in government programs to support the reduction of Malaria and its elimination strategy.
Familiarity with the local social, development and political environment and set-up is key for this position.
