The Organization

The Water Trust empowers rural communities in Uganda to reduce preventable death and debilitating disease by enabling access to safe water and a healthy, clean environment.

Since 2008, The Water Trust has partnered with more than 500 communities in Masindi and Kiryandongo, benefitting more than 250,000 people.

The Water Trust aims to increase the scale of its operations and pioneer new approaches to increasing the impact and sustainability of water, sanitation, and hygiene programs.

With new grants from USAID and other large funders, The Water Trust is gaining momentum and looking for a finance leader to take us to the next level.

Position Summary

The Finance and Operations Manager is the senior finance leader for a growing water and sanitation nonprofit. She or he reports to the Country Director.

The Finance and Operations Manager leads and develops a team to support the following areas: finance, procurement, operations, human resources, and administration.

The Finance and Operations Manager also plays a critical role in partnering with the senior leadership team in strategic decision making and operational management as The Water Trust scales its operations.

The position may be based in Kampala or Masindi, and will involve regular travel to Masindi and Kiryandongo.

This is a tremendous opportunity for a hands-on, ambitious finance and operations leader to help a high-impact organization implement and continuously improve operational, financial, and human resource management systems.

The ideal candidate will have strong financial accounting expertise, at least two years’ experience managing finance and/or operations with an international NGO, and a track record of developing processes and systems that improve efficiency and accountability.

This is an excellent opportunity for a leader with mastery of finance and accounting practices who wants to expand their role into operations in a growing organization.

Major Functions and Responsibilities

Finance

  • Lead the financial management of The Water Trust Uganda, including the application of accounting principles as well as the develop of financial plans and reports to support project management.
  • Lead cash flow planning and management, including the anticipation and planning of fixed costs, asset replacement, and program costs.
  • Oversee and support the development of operating, project and grant budgets, management within those budgets, and internal and external reporting.
  • Implement systematic quality assurance and internal controls practices to ensure the appropriate implementation of finance and operations policies and procedures, and produce recommendations to improve the the policies and procedures.
  • Assist senior management to identify and evaluate key risks and establish and implement risk management procedures and practices based on industry best practice and applicable legal framework.
  • Produce reliable, high-quality financial reports for grant-funded projects and general operations on a monthly basis.
  • Communicate with financial department in HQ.

    Operations

  • Produce actionable recommendations to improve policies and procedures across (human resources, procurement, inventory, vehicles, facilities, and IT), and lead the
    day-to-day oversight of compliance with existing policies.
  • Manage and develop the skills of four staff in finance and operations.
  • Ensure streamlined, timely and adequate integration of finance and operations procedures to ensure effective and supportive program activities.
  • Manage the procurement, contracting, and accurate and timely payment of staff, consultants, and external vendors.
  • Ensure timely and strong competitive bidding process and ensure proper market assessments to inform cost and negotiated contracts to ensure cost effective implementation.
  • Oversee the utilization and maintenance of vehicles including long term planning of use and replacement of assets.
  • Support managers and staff in understanding human resources policy, promoting staff growth, and resolving staff issues.
  • Oversee the provision of an office space and information technology suitable to a high-performance organization.
  • Oversee inventory management, maintaining 100% accountability of assets and ensuring stock levels maintained in accordance with policies and procedures.

    Qualifications and Characteristics

    Essential

  • University degree or professional qualification relating to Business Administration, Finance, or Accounting.
  • At least five years of demonstrated finance experience working ideally within an NGO-development oriented setting including financial planning, book keeping practice and principle, knowledge of internal controls, general ledger, cash management, reconciliations, payroll processing, taxation, financial reporting, and financial legal framework.
  • Excellent financial management, organizational, problem solving and planning skills with attention to detail.
  • Strong knowledge of internal finance controls, year-end procedures and internal and external project and country office audit.
  • Demonstrated ability to consolidate finances across multiple offices and support finance and administration staff at all locations.
  • Experience of identifying and analysing financial risks.
  • At least three years related Operation’s experience.
  • Line management experience with ability to develop, coach and motivate a high performance team.
  • Ability to think quickly to respond to immediate requests.
  • Service oriented, customer focused approach.
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work and ability to work within tight deadlines.
  • A pro-active person who is able to work independently with minimum supervision.
  • Strong interpersonal skills and building professional relationships with colleagues and stakeholders. Good team-player
  • Flexibility to adapt, positive attitude towards change, and a constructive and creative approach to problem solving.
  • Strong oral and written English communication skills.
  • Computer literacy skills with proficiency in MS Word, Excel and an accounting package, specifically Quickbooks.


    Desirable

  • Training or additional degree in any discipline relating to operations, logistics and administration.
  • Extensive knowledge of 4WD vehicle and motorbikes maintenance.
  • Advanced Information Technology knowledge.
  • Ability to speak local languages in the project area (Swahili, Runyoro, Luo, Iteso, Lugbara, Lugisu).
  • Willingness to travel to all locations, for regular oversight and review.
