Brief Description

  • Reporting to Senior Manager Compliance & Controls (MPA), as the Senior Specialist – Compliance, you will be responsible for:

  • Ensure that compliance is embedded within the MPA product implementation framework.

  • Conducting proper due diligence on Payment Service Providers and International Money Transfer partners

  • Audit and monitoring plan for merchants onboarded under the PSPs on the OPEN API platform.

  • Respond to due diligence enquiries received from business units, partners, regulators or investigators

  • Conduct regular AML awareness sessions for staff

  • Maintain a detailed knowledge of current AML regulations, legislation requirements, as well as future developments within the AML scope. This should drive the change to existing procedures.

  • Conduct on-boarding and on-going risk assessments for customers and partners

  • Continuous monitoring and refresh due diligence requirements

  • Perform regular risk & compliance risks reviews arising from M-PESA Africa activities.

  • Implementation of the Compliance Policies and Procedures

  • Carry out monitoring and assurance activities on compliance programs on a regular basis.

  • Report on the state of M-PESA Africa compliance with the control management and other policies and regulations governing the organization on a quarterly basis.

  • Support to Co-ordinate with all business units to ensure a controls and compliance culture is inculcated throughout the organization.

  • Coordinate compliance awareness trainings across the organization.

  • Driving behavioral change by inculcating a culture of compliance within the organization through engaging and influencing stakeholders.


  • Bachelor’s degree or its equivalent in Business, Law, Engineering or ICT

  • Professional certification in risk management and information systems e.g. ACAMS, CISA or CPA (K) or equivalent.

  • Strong background in auditing, accounting or the legal field.

  • At least 4 years proven experience in risk analysis in a telecommunications environment.

  • Good knowledge of Agile ways of working will be an advantage.

  • Results oriented and work with minimum supervision.

  • Good knowledge of mobile network operator’s business model.

  • Effective communicator orally and in writing.

  • Team player who works effectively with others to identify and resolve issues.

  • Customer focused.

    Key Roles:

    Impact on the business

  • Coordinate Project delivery and assessment of the project risks across all MPA relevant business areas and processes.

  • Support AML and partner risk assessments to ensure compliance with regulations on data privacy and the M-PESA Africa AML & Compliance policies.

  • Ensure that AML procedures and processes are in line with current regulatory and legislation requirements by carrying out bi-annual reviews.

  • Ensure AML controls are in place & operational to identify and report on suspicious activity.

  • Perform quarterly reviews of all due diligence and AML training controls to assess effectiveness. Where deficiencies are noted, recommend changes and follow-up the implementation within the agreed timelines.

  • Come up with awareness material & implementation strategy for both staff and agents to ensure that AML requirements are well communicated and understood.

  • Design effectively and efficiently implement Compliance policies and requirements across M-PESA Africa environments.

  • Coordinate tracking of all internal and external open audit issues on the business control environment and ensure all audit findings are closed within agreed timelines.

  • Support risk assessments across the business and producing quarterly reports input into the (risk management committee reports and audit committee reports) and to management as and when requested.

  • Support data privacy risk assessments to ensure compliance with regulations on data privacy and the M-PESA Africa data privacy policy.

    Customers, supplier and third parties

  • Ensure compliance with Legal, Regulatory and key stakeholders’ requirements across the
    domains for all commercial and business projects.

  • Ensure compliance is embedded in agile product development.

  • Responsible for validation, timely completion and accuracy of new product checklists and data privacy checklist.

  • Ensure proper implementation, projects and change management processes compliance through participation at the Gate review meetings.

    Leadership, Planning and Human Resource Management

  • Skills development within Compliance department.

  • Awareness to organisational staff on risks, and code of conduct.

  • Performance Management of the Compliance team.

  • Provide input to Compliance Policies and requirements on products developments.

  • Provide regular and accurate management reporting on Projects and Strategy.

  • Build and manage relationships with key stakeholders to disseminate information and drive mitigating actions.

    Innovation and change

  • Drive continuous improvement through simplification and automation of key compliance processes like partner onboarding.


  • Work closely with the projects management team to ensure compliance with regulations on developed products and maintained throughout the development life cycle.

  • Make recommendations for control Improvement Plans for the business and ensure actions are followed through to completion in a timely manner.

  • Provide SME input to Compliance Policy requirements and procedures.
