TdH NL Consultancy for Labour Market Assessment in Kilifi and Kwale Counties Jobs in Kenya


Objectives and Scope of Work

  • The main objective of the assessment is to provide realistic and relevant recommendations that inform the project to enable and prepare vulnerable youths 16- 18 years in Kwale and Kilifi to strategically position themselves for decent and market-driven job opportunities. The assessment will further inform on the requisite market driven skills the beneficiaries would need to develop to prepare them for non-exploitative formal or informal employment.

    Specific focus areas of the assessment will include;

  • Identification of key labour needs and enterprise opportunities within the intervention area

  • Identification of the project participants needs, skills, skills gaps and expectations with regards to opportunities for sustainable livelihoods

  • Businesses and sectors with the greatest potential for providing employment opportunities to project participants and the kind/type of employment.

  • Capacities and priorities of private sector institutions as well as their attitudes towards provision of jobs, internships and apprenticeships to youth

  • The main economic activities and opportunities for the youth and the role they play in them

  • The existing type/level of skills and labour market demands. This will help to assess the labour market demands and skills match or mismatch.

  • The drivers and barriers for youth engaging and participating in viable economic activities

  • Available opportunities for skills development and placement/employment for project beneficiaries

  • Existence or availability of local opportunities for youth economic empowerment: by government, private sector, CSOs etc.

  • Identify the skills gap in the market.

  • Key factors influencing the job market and livelihood opportunities/options in Kilifi and Kwale counties

  • The quality, type, relevance/demand of courses offered by technical vocational education and training (TVETs) in provision of quality workforce for the current market.

  • Assess current and future absorption, employment trends and skills requirements.

  • Assess type of occupation, education levels and skills level possessed by the workforce (disaggregated by gender and age) and what type of training is offered in existing Technical vocational education training Institutions.

  • Assess the industry-training linkage and/or alignment to determine skills match or mismatch.

  • Analyze the institutional relationships, barriers and opportunities for supporting industry-training alignment.

  • The quality, type, market-relevance and demand of courses offered by TVETs in provision of quality workforce and potential market saturations in relation to private sectors demands.

  • The income generating potential of identified jobs/trades relative to cost of living.

  • A medium to long-term macro-economic outlook of the identified sectors, to determine if demand and sufficient income generation will sustain over time.

  • Assess and determine potential concerns of market saturation or disintegration.

  • Assess aspects of job/livelihood opportunities which may inadvertently lead to re-traumatization or re-exposure of survivors given their unique vulnerabilities.

  • The outcomes of this assessment will help determine and inform viable job/livelihood opportunities for the beneficiary population.

    Methodology

  • The consultant/firm is expected to propose an appropriate methodology and tools in their technical proposal for undertaking this labour market assessment. The tools and specific methodological approach will be discussed and agreed upon between TdH-NL and the consultant.

  • To produce quality results and recommendations, potential applicants should consider the following main approaches when undertaking the assignment.

  • Conduct desk review to analyze the existing secondary data including project documents, previous labour market surveys, economic forecasts and government data for select geographies and sectors.

  • Identify data gaps following desk review to inform primary data collection

  • Conduct Key informant interviews and/or focus group discussion with private sector employers, vulnerable youths, TVET centers, relevant Government ministries and departments.

  • Extensive mapping of labor market needs through primary data collection, analysis, interpretation and recommendations

  • Any other methods applicable.

    Roles and responsibilities

  • In close consultation
    with Terre des Hommes Netherlands Project Manager and as per project document and outcome, the following are the key deliverables expected from the consultant conducting the assessment as well as from Terre des Hommes Netherlands.

    The consultant’s responsibilities

  • Inception report: detailing the methodology including; research methods, sampling frameworks, proposed data source, data collection procedures and analysis;

  • Initial draft report, incorporating suggestions and recommendations from reference groups. Several revisions maybe done before the final version is produced;

  • Facilitation of validation workshop; develop validation reports with key highlights and recommendations reflective in the final reports; TdH will cover associated costs

  • Final report outlining findings from the two counties; one electronic copy in PDF Format and one in DOC format;

  • Electronic copy of all filled in data collection tools and labour market study data including data analysis scripts and data sets; and,

  • Strictly adhere to the TdH-NL Child Safeguarding Policy and Code of Conduct while conducting the assessment.

    TdH-NL’s responsibilities

  • Provide the necessary reference documents for the consultant: project documents and design reports;

  • Support in facilitating consultation meetings with the relevant participants or stakeholders and partners;

  • Mobilize and coordinate engagement with government and other key stakeholders as participants to be interviewed. Select members will be engaged for advisory.

  • Mobilize and organize logistics for the validation workshop with key stakeholder.

  • Ensure contacts in areas of the study are readily available for the consultant.

  • Review the draft report and provide feedback to the consultant within agreed timelines; and,

  • Effect payments of the service as per the contract agreement and on accomplishment of the task according to the service agreement.

    Qualification, Knowledge and Experience

  • Post graduate degree in social science, Business Administration and Economics, statistics or related field.

  • Good knowledge and understanding of child protection issues in Kenya.

  • At least 10 years’ experience in conducting quantitative and qualitative research more so in labour market assessments.

  • Knowledgeable in and committed to a Rights Based Approach to development.

  • Experience in working with government officials; private sector and communities.

  • Previous similar assignment with INGO.

  • Ability to interpret results and provide practical recommendations.

  • Excellent communication, both written and verbal.

  • Demonstrated ability to conduct quantitative and qualitative data analysis and to produce well written, analytical reports in English.

  • Good understanding of the geographical locations.
