TASO - TB/HIV Clinical Mentors Jobs in Uganda

Main Purpose of the Job:

  • To enhance the clinical knowledge, skills and competencies of front-line health workers in the Public Health Facilities in Ankole Sub-region in Comprehens ive TB and HIV/AIDS Management, while ensuring quality improvement; and inclusion of all relevant health facility staff and community structures in the core supportive management functions aimed at HIV/AIDS epidemic control in Ankole Sub-region.

  • The clinical Mentor will be part of a support team to improve TB and HIV/AIDS prevention, care and treatment outcome in Ankore sub-region, support quality improvement initiatives and strengthen the facility-community referral system

  • This team of support contributes to the USAID/RHITES-South West support to the Health Sec1or Program, raising the quality of heal1h care services in TB and HIV/AIDS management.

    Key Outputs

    • Project activities al the operational level coordinated

    • Mentorship and support supervision of health workers and community structures at High Volume Facilities conducted .

    • Referral system improved and institutionalizat ion of a robust TB and HIV/AIDS Clinical Management system supported.

    • Health workers and Community structures trained in comprehensive TB and HIV/A IDS management

    • Collabora tive learning and adaptation QI initiatives implemented in the project area

    • Experiences and lessons learnt documented

    • Monthly and Quarterly project reports generated and submitted to the relevant stakeholders

    Key Duties and Responsibilities

  • Coordinate input from the project team at the operational level, e.g., input from short-ter m experts and long-term experts.

  • Report regularly to the Cluster Team Leader and the District Health Officers about activit ies, results and lessons learnt.

  • Collect M&E data and provide them to the TASO Ankole Sub-region Project Officers and partners concerned. •

  • Liaise with partner institutions and organizations at the operational level, e.g., through participation in relevant meetings at the district level.

  • Coordinate with the USAID/RHITES-Sout h West mechanism and the DHTs for effective mentorship and support supervisio n of health workers and community structures at High Volume Facilities.

  • Ensure strong coordination with the management support provided.

  • Identify jointly with the DHOs and key hospital staff and health facility In-charges the key clinical staff to be trained as future mentors, jointly support the development of an appropriate assessment mechanism, while also promoting DHO ownership of the process.

  • Under the guidance of the Cluster Team Leader and the USAID/RHITES-South West mechanism, and in cooperation with the DHOs, the health facility staff and other relevant stakeholders, improve the referral system.

  • Support the institutional ization of a robust TB and HIV/AIDS Clinical Management system as described in the work package in accordance with the Ministry of Health Consolidated HIV Prevention, Care and Treatment Guidelines, 2020 .

  • Train selected Health workers and Community
    structures in comprehensive TB and HIV/AIDS management using appropriate training method6logies.

  • Support the development and distribution of national guidelines and tools to health workers and health facilit ies in the Cluster.

  • Continuously engage the DHOs in supervis ion, e.g., by initiating and accompanying support ive supervision visits.

  • Facilitate peer-to-peer learning through exchange visits by trained staff between selected facilities within and between districts.

  • Identify the need for rotation in facilit ies with small case-loads or key skills gaps and ensure its effective implementation.

  • Establish a system of regular exchange between two different facility levels .

  • Take lead in implementing collaborat ive learning and adaptation QI initiatives in the project area.

  • Identify success factors and supportive mechanisms (as well as challenges) in the sustained improvement of clinical and managerial skills and effective referral.

  • Document experiences and lessons learnt and feed them back to the Cluster Team Leader for further use in continuously refining the concept of sustainable skill enhancement and effective referal in cooperation with the USAID/RHITES-South West mechanism and for future scaling up.

  • Generate Monthly and Quarterly project reports for submission to the relevant stakeholders

    Person Specifications: TB/HIV Clinical Mentor

  • Minimum Academic Qualifications: A Bachelor of Medicine and Bachelor of Surgery degree (M.B., Ch.B.) from a recognized University. A valid Annual Practicing License from Uganda Medical and Dental Practitioners' Council.

  • Additional Training: Training in Comprehensive TB and HIV/AIDS management, including principles and practices of Anti-Retroviral therapy .

    Experience and Exposure

  • At least 2 years' experience implementing Clinical TB and HIV/A IDS interventions in resource-limited settings. Experience in mentoring lower level health workers in Clinical Care is desirable.

  • Strong ability to lead, train, facilitate and motivate others in their respective tasks in a professional, respectful and supportive manner.

  • Good working knowledge of HIV/AIDS prevention programs, strategies , processes and techniques used to plan, develop, implement and evaluate results of HIV/AIDS programs.
