Background

  • Startup Uganda is an initiative spearheaded by key players in the Ugandan Startup Ecosystem who, with the support of the UN Capital Development Fund, aims to consolidate and connect the activities of all its stakeholders.

  • The mission of Startup Uganda is to support the growth of the Ugandan Startup Ecosystem to drive innovation and success of startups that solve community challenges.

  • Startup Uganda aims to assemble all key players and stakeholders in the Ecosystem to
    raise Uganda’s profile in the startup space, provide visibility to its entrepreneurs, both locally ; internationally and thereby attract investors and enable global partnerships.

  • Startup Uganda formalized and was officially launched recently during its first event which is the Kampala Innovation Week, therefore in order to operationalize and carry out its objectives successfully there is need to have an organization strategy in place.

  • As such, Startup Uganda (SU) is seeking to engage a qualified individual consultant to:

  • Conduct background assessments and facilitate the development of a strategic plan for the 2020-2025 period

    Objectives of the assignment

  • To carry out a SWOT analysis of the startup Ecosystem.

  • Conduct a Baseline Survey

  • Plan and facilitate a two-day workshop with Startup Uganda staff, Board members and other stakeholders to prioritise strategic directions. It is envisioned that the strategic plan workshop will take place in 2020 at a venue yet to be announced

  • Synthesis of results and identify strategic opportunities

  • Draft and finalise Startup Uganda’s strategic plan 2020-2025

    Scope and focus of the Assignment

  • The scope and focus of the assignment is to provide technical and strategic facilitation support to enable the development of Startup Uganda strategic plan.

  • After an initial document review, the consultant will develop a work plan to guide the assessment.

  • The consultant will conduct a thorough but focused assessment of Startup Uganda’s strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate strategic options for 2020-2025 operational period.

  • The assessment will include review of relevant documents such as the startup Uganda Concept any other key project documents, strategic plans of key partner agencies, donor organisations and related domestic and international reports.

  • The Consultant will guide in fine tuning Startup Uganda’s vision and mission statements and conduct a member needs assessment and Baseline survey of the Ecosystem.

  • The consultant in collaboration with startup Uganda will make use of participatory processes to facilitate critical reflection by Startup Committee members and stakeholders.

  • As such, the consultant will be expected to provide for active and meaningful engagement of the Committee members and other relevant stakeholders to attend the strategic planning workshop.

  • The consultant shall conduct a three days strategic planning workshop with startup Uganda Committee members and other relevant stakeholders and All data and the results of the workshop will be consolidated into a draft and finalised strategic document.

    Tasks and responsibilities

    In order to achieve the envisaged objectives, the consultant shall undertake the
    following:

  • Prepare tools and formats that will be used in strategic planning

  • Baseline survey questionnaire

  • Preparation of a work plan

  • Actively engaging with the Coordinator, Committee members and other stakeholders through the use of participatory processes

  • Updating the Startup Committee and Coordinator regularly

  • Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference

  • Facilitation of a three-day strategic planning workshop with Committee members and other relevant stakeholders

  • Drafting and finalising the strategic plan

    Deliverables and timeframe

    The consultant will deliver the following to Startup Uganda:

  • An inception report demonstrating understanding of the task in the ToR and how he/she proposes to accomplish the required tasks.

  • A strategic planning workshop agenda and facilitation plan

    A strategic plan document including but not limited to:

  • Executive summary

  • Background

  • SWOT analysis

  • Baseline Survey on the Ecosystem in Uganda

  • Strategic priorities

  • Refined Mission, vision and objectives

  • An M&E framework

  • Hard and soft copies of the final Strategic Plans in line with a work plan submitted and approved by Steering Committee

  • Except for the inception report whose submission shall be immediately on successful
    appointment, all deliverables should be submitted to Startup Uganda within 8 weeks of
    signing contract.

    Mode of payment

  • Payment will be made in three installments 40% payment will be made in advance after signing the contract and submission of inception report, 30% shall be made on submission of draft’s and the remaining 30% will be made after successful submission of all deliverables.

    Performance and evaluation

  • The consultant will be evaluated against such criteria as: timeline, accuracy, originality and quality of strategic plan produced.

    Supervision

  • The consultant will work under the supervision of the Program Manager, Startup Uganda.

    Qualifications and experience

    The individual consultant will possess the following qualifications:

  • Advanced degree; Master’s degree in Business Administration is preferred

  • Minimum of 10 years’ experience in one or a combination of the following fields: Corporate Governance, strategic planning, organization management, Monitoring and evaluation, research including Business development, program management or related field

  • Proven experience working with development agencies and or private sector in a consulting role

  • Ability to analyze and synthesize relevant information and develop highly analytical reports

  • In-dept understanding of Organization Management and Strategic planning.

  • Demonstrates high levels of integrity, creativity and ability to meet deadlines
