    Background to the Project

  • SNV is part of a consortium of 4 development organizations implementing the European Union funded Security, Protection and Economic Empowerment Program (SUPREME) in West Nile 4 districts of Uganda. The overall goal is to improve economic well-being for 25,000 refugees and host community members.

  • Project geographical coverage is 4 districts in West Nile and 12 sub counties i.e. Terego (odupi, omugo Uriama sub counties, Madi Okollo (Ewanga & Rigbo sub counties), Obongi (Itula, gimara and palorinya) and Moyo (Moyo, lefori, Laropi and metu).

  • The project targets to benefit both host community and refugees at a ratio of 50% by each category. The refugees and host community will be targeted through community structures known as Savings and Development Clusters (SDCs)- being community groups formed and carrying activities including savings and lending, farming, and other group enterprises.

  • Specific Outcome: increased access to decent employment and economic opportunities for refugees and host communities.

    Project Outputs

    The project has 3 output areas:

  • Output 1: Financial inclusion and social cohesion among Savings and Development Clusters (SDCs) increased.

  • Output 2: Sustainable agricultural value chains and non-agricultural enterprises developed.

  • Output 3: Young women and men (aged 18-30 years) from SDC member households linked to private sector employment.

  • Under output 3 of SUPREME project, SNV leads activities of skilling and creating employment opportunities for young men and women

    Specific Activities

  • Developing
    a detail practical document for SUPREME mentorship program/approach

  • Develop criterial for private sector profiling and identification of youth mentors

  • Conduct and facilitate workshops with all the potential private sector actors across the region for profiling and selection of youth mentors and internship placement per occupation selected

  • Write report on private sector actors selected for youth mentors and/or potential internship placement.

    Key Deliverables for executing the ToR

    • A document describing how internship program under supreme project will work with profiling and selection tools for potential private sector mentors and internship

  • Workshops conducted for Private sector actors in the 4 districts for conducting profiling and selection exercise and for training them on mentorship program and SUPREME project goal orientation.

  • Detailed list of all operational Private sectors businesses categorized by occupations/skills areas for youth mentorship and internship. Categories can include business organizations or commercial individuals, public or private, not for profit or profit organizations, legally registered & on not yet legally registered but progressive in that business or trade in any of the 4-project district or neighboring district so long as youth can access them.

  • Final report for the profiling/ mentorship selection and training

    Qualifications and evaluation criteria

  • Individual consultant(s) (as a team or one) with detail CV indicating evidence of technically delivering the assignment for skills mentorship and internship placement

  • Registered consultancy firm with proven track record of technically delivering the assignment for skill mentorship and internship placement.

  • Proof of registration documents and operating license and tax compliance for firms

  • Proof of experience in delivering an assignment in West Nile region if not in any or all of the SUPREME project districts

  • Proof of familiarity with refugee response context and its stakeholders

  • Proof of available resources (time, energy, networks, Organization, logistics etc ) to deliver of the assignment

  • Knowledge on success of formal and non formal vocational skilling and placement is key.

  • Present in West Nile or currently operating in West Nile region. If not present or operating current should have evidence to have done assignment in the region with refugees or host community.

  • Recommendation from previous partners or clients
