SNV is implementing the “Climate Proofed Infrastructure Programme (CPIRA) in partnership with the Water Sector Trust Fund in the Arid and Semi-Arid Lands (ASAL) in Kenya.
The Programme is funded by the European Union and is planned to run from March 2020. CPIRA will be implemented in collaboration with local partners in selected Arid and Semi-Arid Counties in Kenya, leveraging on existing projects and relationships to ensure sustainable results are achieved bringing maximum benefit to targeted communities.
CPIRA is aligned with the Common Programme Framework (CPF) that operationalises Kenya’s ‘Ending Drought Emergencies’ (EDE) strategy.
The EDE is the Government’s commitment to end the worst of the suffering caused by drought by 2022.
The EDE-CPF was developed jointly between the Government and its development partners and focuses on the 23 most drought-prone ASAL counties in Kenya.
SNV is specifically delivering effective Public Private Community Partnerships (PPCPs) as a key part of water provision in 8 cuonties namely: Baringo, West Pokot, Samburu, Mandera, Kajiado, Kitui, Taita Taveta and Kilifi counties.
The main role of the M&E Consultant will establish, modify and monitor key performance indicators to report and record physical progress for the programme, , supervise large scale evaluations, review raw data, run and analyse data from the various county reports on programme implementation under the guidance and supervision of the Team Leader.
In addition, the M&E Consultant will support8 counties in developing robust M&E systems for selected PPCP water systems and reporting mechanisms.
Review county reports and consolidate into county report templates
Develop results chains, indicators and reporting systems in line with the programme objectives
Collate and analyse various county data sets in the programme’s target counties
Prepare monthly, quarterly and annual reports on programme progress as guided by the Team Leader
Develop data collection tools for the programme and work with county governments to update reporting tools
Upholding and improving data quality standards to ensure our impact evaluation and strategic decisions to improve our program are based on accurate and up to date information.
Guide the conducting of baseline, mid-line and end line studies
Perform other tasks as assigned by the Team Leader from time to time
First degree in M&E, statistics or Economics, Population studies, Development studies (a Masters’ degree in the same will be considered an added advantage)
5-7 years’ experience in performing M&E roles with demonstrable experience in handling large data sets especially in handling data manipulation and exploratory analysis
Understanding of best practices in experimental design concepts, such as control group selection and randomization.
Practical experience with creating surveys tool for field data collection and managing a field based research team.
Knowledge of electronic data collection platforms (e.g. ODK, SurveyCTO, CommCare).
Preferably experience with statistical software packages such as SPSS, Stata.
Proven ability to teach/mentor others such as stakeholders or partners.
Excellent written and verbal communication skills
Good organisation and planning skills
Terms of Appointment
This is a consultancy assement. The expected output is 10 man days per month.
1 year (with a likely possibility of renewal)
