Resident Coordinator System Associate Programme Management Officer Jobs in Ethiopia; The Associate Programme Management Officer provides coordination, technical expertise, and field‑level leadership to advance the Humanitarian‑Development‑Peace (HDP) Cross‑Pillar Nexus in Ethiopia. The role supports joint analysis, evidence‑based planning, and collective outcomes across humanitarian, development, and peace actors, ensuring coherence with national and regional priorities.
Key Responsibilities
Coordination & Leadership
Lead day‑to‑day implementation of HDP Nexus project.
Develop shared priorities, collective outcomes, and strategic approaches.
Operationalization
Provide technical advice on area‑based Nexus interventions.
Support joint analysis, evidence‑based planning, and conflict‑sensitive programming.
Field Leadership
Supervise regional HDP Nexus specialists (UNVs).
Provide troubleshooting support and ensure alignment across regions.
Technical Assistance & Quality Assurance
Coordinate deployment of short‑term technical assistance.
Ensure high‑quality outputs are sequenced and utilized effectively.
Government Liaison & Policy Dialogue
Strengthen linkages with federal and regional government counterparts.
Facilitate multi‑stakeholder ownership of Nexus priorities.
Research & Evidence Generation
Lead analytical work, joint context analyses, and risk monitoring.
Produce evidence‑based knowledge products.
Stakeholder Engagement
Facilitate consultations with government, UN agencies, NGOs, and civil society.
Promote coherence across humanitarian, development, and peace planning.
Secretariat Functions
Manage Nexus Technical Group and Accelerator Group.
Ensure effective meeting preparation, documentation, and follow‑up.
Monitoring, Evaluation & Reporting
Lead MEAL framework and indicator tracking.
Ensure compliance with EU reporting standards and visibility guidelines.
Regional Planning & Transition
Support regional authorities in joint work plans and results frameworks.
Lead capacity assessments and transition roadmaps for government‑led systems.

– Expertise in project management, Ethiopia’s governance structures, and data analysis.
Planning & Organizing – Clear goal setting, prioritization, and risk management.
Teamwork – Collaborative approach and shared accountability.
Communication – Strong verbal and written communication skills.
Qualifications
Advanced degree in Project Management, Development Studies, International Relations, Social Sciences, Business/Public Administration, or Economics required.
First‑level degree with 2 additional years of experience may be accepted.
Training in data analytics or data science desirable.
Experience
Minimum 3 years’ experience in project management, coordination, or development programming.
Experience in HDP Nexus operationalization and resilience programming required.
Experience in UN coordination mechanisms or multi‑stakeholder platforms required.
Experience in EU‑funded project management desirable.
Experience supervising field‑based teams desirable.
Strong knowledge of Ethiopia’s humanitarian, development, and governance context required.
1+ years in data analytics desirable.
Languages
English required (UN Level II).
Amharic required (UN Level III).
French desirable
