Duration of Contract – Two years renewable on satisfactory performance

  • The Government ofthe Republic of Zambia with financial support from the World Bank is implementing the Girls’ Education and Women’s Empowerment and Livelihood (GEWEL) Project. The development project objective is to increase access to livelihood support for women and access to secondary education for disadvantaged girls in extremely poor households in selected districts.

    The Project supports the expa nsion and potential reform of ongoing Government interventions through the following components:

  • Component 1 – Supporting Women’s Livelihoods (SWL): Launch a new initiative that builds on the Govemment’s existing structures and programs supporting livelihood productivity and economic empowerment;

  • Component 2a- Keeping Girls in School (KGS): Provide supporttogirls in households benefitting from the Social Cash Transfer Scheme (SCTS) to attend secondary school;
  • Component 2b – Social Cash Transfer (SC T): Extend support to the KGS by providing cash incentives to cover costs not included in KGS, which is school and boarding fees, but affect the learning progress of girls; and

  • Component 3 – Institutional Strengthening: Provide institutional support to improve capacity for policy management, program coordination, systems building for effective and efficient implementation and M&E on women’s and social protection programming.

  • The Supporting Women’s Livelihoods (SWL ) component is being implemented by the Ministry of Community Development and Social Services (MCDSS) to support poor omen’s livelihood productivity and economic empowerment. It finances a comprehensive package of activities for beneficiaries, including context-specific training, mentoring, follow-up support and mentoring, provision of productivity grants, and facilitation of savings groups. These are detailed in the TORs.

  • The SWL through the Ministry of Community Development and Social Services is now seeking to engage a qualified individual with the necessary experience for the position of Monitoring and Evaluation Officer. The Monitoring and Evaluation Officer will support the Monitoring and Evaluation Specialist in the development and implementation
    of the SWL Monitoring and Evaluation (M&E) system in order to facilitate programme performance management.

  • The Job holder will implement necessary conditions and capacities for implementing M&E activities for result based management and planning through training of staff and data management.

  • The M & E officer will further assist in developing a comprehensive M&E Plan (incorporating the Results Framework and Monitoring matrix) to implement a monitoring system that measures efficiency and effectiveness of project activities from the community, district, provincial up to the national level.

  • The Ministry of Community Development and Social Services now invites eligible Individual Consultants to indicate their interest in providing the services of the Monitoring and Evaluation Officer.     Academic Qualifications

    The candidate must have the following:

  • Bachelors in Economics, Mathematics, Statistics or equivalent,

  • Full Grade 12 School Certificate,

  • Certificate in M & E,

  • Member of a professional/regulatory body such as ZaMEA,

  • Minimum of 5 years post qualifying experience,

  • Excellent Communication Skills, and

  • Good numerical and computational skills.

    Other Skills

  • Computer Literate,

  • Analytical and resourceful,

  • Trustworthy, and

  • Ability to learn quickly.
