General Position Summary

The Human Resource Officer will provide technical support in human resource management including recruitment, selection, performance management, training and development in line with the Rakai Health Sciences Program Human Resources policies and procedures.

Essential Job Functions

  • Recruitment; Prepares and circulates vacancyannouncements, prepares candidate profiles andparticipates in the interview and selection ofcandidates for the different program locations
  • Training and staff development; supportsupervisors to determine training needs of theirteams and assist in determining the appropriatestaff development plan, staff training sessionsand develop a local annual training plan.
  • Making sure that staff get paid correctly and ontime
  • Benefits administration, the incumbent willensure support staff enrollment in local benefitplans staff i.e. pension medical and grouppersonal accident insurance service providers asappropriate and follow up invoices for payment
  • Ensure that the health, safety and welfareresponsibilities are adhered to by all staff withinthe organization
  • Monitoring staff performance and attendance aswell as Make follow up on timely staffperformance appraisals / reviews
  • Advising line managers and other employees onRHSP policies and procedures.
  • Handling employee grievances - according to theUganda labor laws and maintain confidentialrecords related to grievances and complaints andcoordinate their resolution.
  • Negotiating salaries, contracts, workingconditions or redundancy packages with staff andrepresentatives as per the donor requirements.
  • Maintain comprehensive updated confidentialpersonnel files in respect of each individual staff.
  • Prepares
    and oversees the implementation oforientation programs for all new staff andfamiliarize them with their job descriptions
  • Any other duties as assigned by the supervisor

    Knowledge and Experience

  • The ideal candidate should possess a Bachelors’ degree in Human Resource Management,Education, Organizational or IndustrialPsychology or a related field from a recognizedinstitution.
  • A minimum of three years relevant experiencegained from a reputable organization.
  • Experience with a donor funded Organization Isan added advantage.
  • Highly Organized and efficient worker.
  • Skilled and multi-tasking and good time management.
  • Positive and expert at stress management.
  • Excellent communication skills both oral and written
  • Strong computer and clerical skills.
  • High professional integrity and sense of responsibility and accountability.
  • Ability to maintain confidentiality is a must.
  • Ability to prioritize tasks and strong problem-solving skills
