Program Overview

  • Grameen Foundation is seeking a Project Director to provide overall strategic leadership and oversight for the Uganda Population, Refugees, and Migration Program.

  • This activity will primarily support refugee populations in West Nile, Uganda.

    Position Purpose

  • The Project Director will have overall responsibility for coordination of all project activities and staff.

  • S/he will be responsible for technical leadership and administrative oversight of the Grameen West Nile Refugee program and will serve as the principal liaison to the donor and local government entities.

  • S/he will manage a team of senior staff, sub-recipients, and engagement with stakeholders to ensure quality, timeliness, and efficiency of all products and activities over three years.

    Key Responsibilities

  • Provide strategic direction of all project activities in coordination with Grameen’s headquarters Technical Services team.

  • Develop and update the project work plan, ensuring that programmatic directions are technically sound, evidence-based, and consistent with USG priorities.

  • Ensure that project performance objectives and mandates are implemented in a timely fashion and meet the highest quality standards.

  • Put in place systems to measure accomplishments, track work in progress and use of project resources, and evaluate impact of services provided by implementing partners.

  • Track program data in Salesforce and comply with other requirements of Grameen’s Program Quality Team.

  • Serve as the senior representative for the project to donor, host country government agencies, development partners, and civil society organizations.

  • Cultivate and strengthen positive, productive relationships and ensure that Grameen is consistently viewed as an effective implementing partner achieving project targets.

  • Directly supervise project staff members.

  • In collaboration with the Grameen’s headquarters operations and finance units, establish and maintain the ongoing financial and grants operations, ensuring compliance with Grameen’s policy and contract provisions.

  • Meet all reporting requirements of the PRM award.

  • In compliance with Grameen’s monthly financial review process, ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.

  • Work with Grameen’s Research, Monitoring and Evaluation and Program Quality teams to set direction for M&E strategies, frameworks, plans and indicators to capture project performance
    and results. Lead a quarterly implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.

  • Manage and coordinate activities of subcontractors and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.

  • In coordination with Regional Director and global human resources team, select, hire, and supervise staff and consultants (to be determined).

  • Partner successfully with Grameen’s financial, technical, and operations officers by providing accurate and timely reporting and updates on the project progress.

  • Ensure that appropriate security guidelines and procedures are established, maintained, updated regularly, and adhered to by staff.

  • Monitor the security situation and provide leadership for staff in emergencies.

  • Monitor risks to project success and the protection and safety of staff and beneficiaries, and coordinate with Grameen’s security team.

    Basic Requirements

    A Master’s degree in related field

  • International/rural development

  • 5 – 10+ years of extensive international development experience managing large projects, including projects funded by the United States Government.

  • Proven ability to manage teams.

  • Knowledge of and familiarity with humanitarian program requirements as well as financial inclusion and livelihoods programming

  • Experience interacting with host country agencies, including local government, development partners, civil society, and community-based organizations is essential.

  • Depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships.

  • Familiarity with U.S. government policies

  • Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.

  • Fluency in English.

  • Travel throughout the project area will be required.
