Project Summary

  • Funded by the United States Agency for International Development (USAID), with support from the President’s Emergency Plan for AIDS Relief (PEPFAR), the Empowered Youth Program II (EYP II) is implemented in 14 districts in Central and Southern Provinces. The aim of the program is to improve the resilience and health outcomes among Vulnerable Children and Adolescents and their primary caregivers. )

  • PCZ seeks to recruit 2 Strategic Information Regional Officers to be placed in Choma (covering Southern Province) and Kabwe (covering Central Province) )

    Job Summary

  • The Strategic Information Regional Officer is responsible for reviewing and implementing the PCZ M&E systems at provincial level including collating and synthesizing district data and reporting into the program database, data analysis and coordinating district structures to use data for decision making and to improve program performance, implementing and coordinating provincial-level SI training and mentorship, coordinating the documentation and reporting of program success stories and emerging promising practices, and synthesizing monthly district quantitative and qualitative reports into a provincial report and submitting the report to the SI Manager. .

    Specific Responsibilities

    • Support the development and ongoing review of the USAID EYP II M&E system and project specific M&E plans

    • Participate in the development of tools and tool protocols for the program.

    • Draw out quarterly action plans out of the overall Annual work plan and report monthly on the activities implemented in M&E

    • Facilitate training for local service delivery partners in M&E and data management

    • Support partners in the development and implementation of their M&E Plans and databases

    • Monitor data flow processes in the USAID EYP II program and provide support as needed

    • Maintain the M&E databases at regional level

    • Prepare summary data on a monthly & quarterly basis to inform project managers on progress on targets

    • Meet the reporting requirements for PEPFAR funding

    • Facilitate documentation of key project processes, content/promising practices, lessons learned and success stories.

    • Ensure that all hard copy documentation is maintained securely and systematically.

    • Review weekly/monthly/quarterly reports submitted by USAID EYP II partners, gives
    timely feedback and ensure the data is used of timely decision making and is informing iteration of partner workplans

    • Conducts M&E/data review meetings with local partners

    • Develop and update (quarterly) an IPTT for recording aggregated data to aid in tracking of indicators/performance

    • Provide M&E technical support to local partners

    • Support partners in the review/ development and implementation of their M&E Plans and databases

    • Conduct Routinized Data Quality Assessments (RDQA) and provide M&E technical support for service delivery sites in all the project districts

    • Identify M&E training needs for local partners and makes recommendations

    • Provide technical support to partners in tracking progress towards milestones on their work plans and RDQA action plans

    • Participates in program evaluation activities

    Qualifications and Experience

    • Diploma in Statistics, M&E, Health or related M&E technical field in the field of M&E required

    • Minimum of 3 years of work experience in M&E technical or managerial positions, ideally in the field of M&E for an NGO;

    • Recent experience working in PEPFAR HIV, VCA/OVC and adolescent programming required

    • Strong background in PEPFAR program implementation; experience in supervising and providing M&E technical assistance for PEPFAR HIV, VCA/OVC and Adolescent programs and demonstrated knowledge of the PEPFAR MER guidance

    • 3 years of supervisory experience, excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with local organizations and Government district and provincial information offices

    • Proven ability to coach, mentor, and provide effective capacity strengthening to peers, direct reports, and local partner staff

    • Experience working with stakeholders at various levels and strengthening community partnerships

    • Experience analyzing data and contributing to evaluation reports

    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)

    • Fluency in English and proficiency in at least one of the major local languages in Central or Southern Provinces
