Purpose of the Job (Job Summary)

  • Responsible to the Chief Manager, Technical Services for planning, organizing, guiding, coordinating and reviewing of compensation and resolution activities.

    Duties and Responsibilities

    Specific duties and responsibilities at this level will entail:

  • Developing and implementing strategies, policies, frameworks and related procedures for prompt compensation, statutory management and liquidation;

  • Developing inter-agency relationships to facilitate achievement of PCF’s mandate,

  • Ensuring prompt payment and reporting of compensation to claimants of insurers under management and dividends to creditors of liquidated insurers;

  • Tracing, preserving, realizing and ensuring safe custody of assets of distressed insurers;

  • Ensuring prudent investment and reporting on surplus funds for insurers’ in statutory management and liquidation as per approved investment policy;

  • Reviewing and making proposals on resolution cases for consideration by Management and the Board;

  • Providing advisory role to the Technical and Public Policy Committee of the Board;

  • Overseeing implementation of Board decisions and audit recommendations;

  • Ensuring compliance with PCF policies and relevant laws;

  • Ensuring effective communication of relevant policies to the departments;

  • Participating in the activities of International Forum of Insurance Guarantee Schemes (IFIGS) and other agencies.

  • Ensuring development and implementation of the Departmental strategic objectives, quality management systems, enterprise risk management and business continuity plans of the Department;

  • Providing strategic leadership including performance management to the Department;

  • Providing advice to the Board and implementation
    of audit recommendations;

  • Developing and implementing the Departmental work plans and budgets; and

  • Assessing performance, mentoring and coaching of staff under the Officer’s purview.

    Requirements for Appointment

    For appointment to this grade, an officer must have;

  • Bachelor’s degree in Commerce, Finance, Insurance, Economics, Business Administration or its equivalent from a recognized and accredited institution;

  • Master’s degree in Commerce, Finance, Insurance, Economics, Business Administration or their equivalent from a recognized and accredited institution;

  • Membership with relevant professional body;

  • Strategic Leadership and Development Programme (SLDP) or its equivalent will be an added advantage;

  • Demonstrated administrative ability and competence in compensation & resolution;

  • Shown merit and ability as reflected in work performance and results;

  • Proficiency in computer applications.

  • At least eight (8) years’ relevant experience, five (5) of which should have been at a management position.
