Policyholders Compensation Fund Assistant Manager - Supply Chain Management Jobs in Kenya

Purpose of the Job (Job Summary)

  • Responsible to the Managing Trustee for management of the Supply Chain function in the Fund.

    Duties and Responsibilities

    Specific duties and responsibilities will entail;

  • Formulating and interpreting supply chain policies, regulations and procedures;

  • Overseeing development of work plans, procurement plans and budget for the Unit;

  • Overseeing operationalization and implementation of all applicable laws, regulations and guidelines;

  • Advising the Board and the management on supply chain statutes, policies and procedures;

  • Ensuring sound procurement processes are applied to all procurement transactions in the Fund;

  • Coordinating preparation of annual procurement and disposal plans within the Fund;

  • Ensuring implementation of government procurement policies;

  • Providing overall guidance on contract preparation and management;

  • Overseeing preparation of periodic procurement reports;

  • Overseeing preparation of required tender notices and advertisements;

  • Overseeing pre-qualification of suppliers;

  • Coordinating disposal activities;

  • Coordinating the evaluation of tender documents and presentation to the relevant committee for adjudication;

  • Monitoring contracts and vendor performance;

  • Maintaining an effective stores management system;

  • Overseeing the provision of secretarial services to the tender opening, disposal and evaluation committees;

  • Preparing and presenting Board papers; and

  • Assessing performance, mentoring and coaching of staff under the officer’s purview.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

  • Bachelor’s degree in either Procurement and Supply Chain Management, Business Administration (Supplies Management option)
    or Commerce (Supplies Management option)

  • Bachelor’s degree in Business Administration (Marketing option) or Commerce (Marketing option) plus a Diploma in Supply Chain Management or its equivalent from a recognized and accredited institution;

  • Master’s degree in either Procurement and Supply Chain Management, Logistics and Supply Chain Management, Business Administration, Commerce, or its equivalent qualification from a recognized and accredited institution;

  • Senior Management Course (SMC) or its equivalent will be an added advantage;
    iv) Registered with the relevant professional body - Kenya Institute of Supplies Management/ Chartered Institute of Purchasing and Supplies;

  • Membership with the Kenya Institute of Supplies Management;

  • Proficiency in Computer Applications;

  • Demonstrated outstanding professional competence and managerial administrative skills and ability.

  • At least eight (8) years’ relevant experience, of which, three (3) years should be at a management position.
