Position Description

  • The Social and Behavioral Change Communication (SBCC) Expert will be responsible for providing overall technical assistance for the design, implementation, monitoring and evaluation of SBCC strategies as well as building the capacity of Scaling Up Nutrition II (SUN II) staff, partners and their frontline workers in SBCC. S/he will ensure the utilization of best practices, development of effective SBCC strategies, frameworks, tools, materials. The SBCC Expert will also support SUN II efforts to enhance the delivery of Maternal, Adolescent, Infant and Young Child Nutrition (MAIYCN) services across government health facilities in rural and urban setting through the delivery of SBCC technical assistance, in collaboration with the SUN II team.

  • Under the guidance of the Health Programs Manager and with support from the National Nutrition Project Manager, the Social Behavioral Change Communication Expert will also represent Plan International in networks and meetings. This work will entail providing support to the development of District joint plans to ensure incorporation of MAIYCN and SBCC interventions within their programs.


    • Develop and refine as needed all relevant SBCC related tools, messages and materials on MAIYCN for use by frontline workers in close collaboration with technical staff, stakeholders, and donor.

    • Participate in preparation of work plans and budgets, progress reports, monitoring and evaluation of the project ensuring consistency with the Project’s strategic direction and priorities.

    • Lead efforts to build capacity in the design and implementation of sustainable, high impact, and high-quality nutrition SBCC programs.

    • Contribute to documenting experiences, success stories, preparing reports, presentations, briefs and articles for publication.

    • Ensure the effective use of SBCC approaches- interpersonal, media and community mobilization to bring about desired nutrition outcomes.

    • Work collaboratively with other project team members to ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently.

    • Work closely with the partners at the national, provincial, district, and community to identify key gaps, best practices, and promising new approaches for nutrition SBCC.

    • Represent SUN II at SBCC related Coordination meetings such as Nutritional Advocacy and Communication Technical Working Group and other meetings relevant to health.

    • Ensure effective partnership, networking and coordination/collaboration with government, NGOs, UN agencies and other international partners in the planning and implementation of SUN II project SBCC activities.

    • Under the support from the Health Programs Manager and National Nutrition Project Manager, the SBCC expert will liaise and maintain relationships with Partners with whom the organization has joint ambition/plans on nutrition SBCC.

    • Build the capacity of SUN II project staff, partners and their frontline workers in SBCC, including organizing SBCC training programs and providing regular technical guidance and support through mentoring and coaching.

    • Demonstrate commitment to Plan’s child protection policy through implementing the policy in its entirety, and
    report any actual or potential risk situations following the reporting procedures, being aware of abuse and risks to children, being vigilant, becoming familiar with the Child Protection Policy.

    • Raise children’s rights/protection awareness and important of gender equality and respect to diversity within Plan and amongst partners and community members.

    • Ensure equal participation and benefit of boys and girls and children with disabilities in all phases of programme/ project implementation.

    • Ensure sufficient budget and resources are allocated for gender equality activity in their respective annual plans and project activities

    Educational Qualifications and Experience

    • Minimum of a Bachelors’ Degree in Social or Behavioral Sciences, Health or related fields or its equivalent.

    • Master’s Degree in Public Health/Health Promotion or related field a plus.

    • At least five (5) years of relevant experience required.

    • Computer literate with proficiency in basic software.

    • Experience in planning and facilitating trainings, experienced with programs in behavioral change communication, community engagement and capacity building.

    • Experience in participatory approaches for community mobilization.

    • Ability to travel in-country within the SUN II districts 50%.

    • Understanding of the health system in Zambia.

    • Experience of managing projects for major donors and experience of working with international NGO, UN or donor agencies.

    • Strong organizational and problem-solving skills and the ability and commitment to work concurrently on multiple priorities, deadlines, and deliverables.

  • Experience in Months: 60
