The NORAD End Child Marriage Project, will work to ensure that children, adolescents girls and boys aged 10-18 years and young women and men 19 to 24 years old stay in school, are protected against child marriage and empowered to enjoy their sexual reproductive health rights in societies where gender equality is realised.
Dimensions of the Role/job purpose
With direct management support from the Project Manager (based in Nebbi) and technical support from the Monitoring, Evaluation and Research Manager, the Monitoring and Evaluation (M&E) Coordinator (based in Nebbi) will ensure implementation of monitoring and evaluation system for the NORAD End Child Marriage Project.
Accountabilities/roles and responsibilities
Implementation of project Performance Monitoring Plan
In collaboration and close consultation with MER-Manager, NO - M&E advisors - Norway, define the project results framework, develop the project Performance Monitoring
Plan/Framework (PMP) as well as Provide an indicator tracking table and indicator reference sheets,
Ensure adherence to the PMP and data collection tools in a consistent manner across all 9 districts.
Provide troubleshooting and technical support to the field level and organize, compile and analyse data from all districts to facilitate reporting to Project Management and feedback at community, district and project levels.
Work with project and support staff to develop, translate, pilot and finalize data collection tools as needed;
Assist in training of staff in data collection methods, management, analysis and action techniques;
Work with project and support staff to ensure that data is collected and entered into MIS and/or tracking sheets, and/or the data platform on a regular basis;
Responsible for providing consistent, supportive technical input to strengthen project and district M&E staff project delivery as necessary to meet monitoring objectives and ensure data quality;
Responsible for conducting data quality audits of the project to identify and resolve systemic problems affecting data quality, and documenting and storing findings in project files in the MIS or similar applications;
Assist in conducting regular analysis and action planning meetings to
compare data against project milestones, targets, and quality expectations across project sites;
identify issues requiring further attention;
define action needed and share and or assign responsibility and deadlines;
Work with project and support staff to track progress on action points related to implementation and M&E activities;
Work with project and support staff to provide M&E inputs for reports written during project implementation;
Technical oversight and support for surveys and learning initiatives
In close consultation and collaboration work with the Research and Evaluation Coordinator, Learning and Accountability Coordinator and other project and support staff to develop the TORs for surveys.
Working with the Research and Evaluation Coordinator, lead design and planning of surveys, ensuring survey findings are documented.
Assist in conducting and documenting end of project learning reviews, and sharing lessons learned and best practices, incorporating these into new project designs;
The MER Coordinator will report to;
Project Manager-Overall project implementation
MER Manager – for M&E, Research, and documentation support
MER-Manager, Research and Evaluation Coordinator, Learning and Accountability Coordinator, relevant NO-based colleagues.
Senior Portfolio Manager – For CNO reporting and Project Coordination
National Program Managers – Education, Child protection & CP for technical support in education and Child Protection.

Technical expertise, skills and knowledge
University Degree in a development related field (Statistics, Social Science, Development Economics, or a related discipline); Additional M&E qualification are a huge added advantage, asset and essential.
Knowledge & Experience
Minimum 4 years of experience within the development / humanitarian sector or in the private sector;
Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis;
Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring;
Strong planning, organizational and interpersonal skills;
Excellent analytical, presentation, and reporting skills;
Excellent data management and data analysis skills, with solid skills in Microsoft Excel, SPSS, EpiData;
Demonstrated leadership, versatility, and integrity
Excellent communication, presentation, and writing skills in English
Willingness to travel to various project sites.

Day today travel with in the project locations in Arua and Yumbe and may occasionally be requested or required to travel outside West Nile depending on need.
The MER will be based in Yumbe.
S/he should have the ability and willingness to spend much of his / her time in Refugee settlements and host community sites checking progress of project implementation
Should be having willingness and capacity to work in fragile situations of West Nile.
Child Protection Policy Responsibilities (mandatory for all staff)
Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues.
Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.
Ensure that all Plan International partners, visitors and associates in his/her area of responsibility are provided with, are made aware off and have signed and returned a copy of the child protection policy.
