Plan International Kenya Strategy statement
Plan International Kenya’s strategic goal in the next five years is to end teenage pregnancies and end all forms of sexual and gender-based violence against adolescent girls and young women. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for, and have equal opportunities.
S/he will oversee the full portfolio of programmes that Plan Kenya currently operates across ten (10) field offices and ensure that all programme is delivered effectively and in line with donor expectations, ensuring the needs of the children and young people are met and transformational change is created.
Accountabilities and Main Work Activities
Strategic Leadership (20%)
Drive cross-functional engagement and ensure the delivery of quality and integrated programming in line with the Country Strategy, as well as organizational policies, standards, frameworks, and procedures;
Serve as the key contact person responsible for engagement with existing funding organisations and NOs who currently fund our portfolio of projects as well as existing in-country donors as part of a donor retention strategy;
Drives efficiency in programme delivery ensures gender transformative programming and enhances donor retention through timely relationship management;
Cultivate existing and new stakeholder relationships in order to generate new projects in close collaboration with the Director of Programme Strategy, development and innovation;
Develop and implement a framework in coordination with other departments to support Plan Kenya’s field offices in the application of gender equality as a key guiding principle in determination of programme implementation priorities;
Review departmental procedures and guidance identifying gaps and establishing benchmarks, to ensure effective programme implementation, communication and monitoring and evaluation.
Oversee, review and ensure high quality and timely donor reporting;
Ensure sponsorship projects are aligned with the Global and Country Strategy as well as with Sponsorship commitments;
Ensure strategic and programme operation engagement with PIK Programme Units and support the representational and operational remits of the Programme Unit Managers;
Represent Plan Kenya in relevant committees, forums and conferences to show case our core purpose and what works for girls and young women.
Quality Programme (20%)
Ensure project delivery standards, that are aligned to Global standards are developed and aligned to Global standard;
Oversee all programme activities to ensure continued alignment with the new Country Strategy (2022-2026);
Coordinate and prepare Plan Kenya’s reporting on the implementation of our annual programme plans;
Ensure that monitoring, evaluation, research and learning plan supports the CS delivery;
Provide stewardship in planning, follow-up, evaluation, quality strengthening and reporting;
Assure delivery of high quality, evidence-based, innovative programme for children across all field offices;
Steward and engage in all programme department’s best practice capture in order to ensure consistently excellent service delivery;
Coordinate with the relevant departments at all levels during the programme/project implementation and monitoring to assure optimal quality in delivery;
Enhance the capacity of implementing partners and stakeholders on programme management;
Oversee a monitoring system that provides timely, robust and accurate project results by embedding MEAL across the project life cycle;
Ensure the development and implementation of Monitoring, Evaluation, Research and Learning (MEAL) framework at all levels; and that the Country office engages in collection and use of data and evidence and that this is shared across the wider Country office and stakeholders as need be;
Conduct a timely review of project reports and ensure quality programming and reporting;
Seek and promote innovative ideas, approaches to ensure programme quality;
Support the establishment
of a Country office networked knowledge organisation by facilitating matrixed field to field exchange of knowledge and curating of CO best practices;
Travel regularly to programme sites to ensure optimal support the Programme Unit Managers and the field teams and to ensure project objectives are being met.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)
Ensure that Programme implementation staff at the country office and in the field are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensure that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. **
Capability Building and People Management (20%)
Provide overall vision and direction to the programmes team in coordination, planning, prioritization, coaching and supervision;
Support staff to understand and comply with the organizational vision, mission, strategic direction and other organization policies;
Ensure development and humanitarian programmes team are operating as high-performance teams and have clear accountability lines (direct and matrix);
Socialize and nurture Plan Values and Behaviours;
Create an enabling working environment across different department units to foster excellent teamwork and high performing staff;
Create a safe working place;
Working in Partnerships (10%)
Plan International Kenya engages in strategic partnerships with government, civil society, private sector, academia, youth association, and non-governmental agencies, at all levels so as to work together to ensure gender justice for girls
• Establish/strengthen concrete partnerships with implementing partners to leverage the respective entities’ resources, expertise and mandates to driver gender equality at field level;
• Build networks and partnerships with like-minded organisations for the overall enhancement of the programmes and profiling of the organisation.
• Lead in engaging key networks, movements and alliances relevant to the girls’ empowerment and gender equality.
• Contribute to the strategic roadmap for the development and implementation of partnerships management standards and guidelines.
Risk Management (5%)
Coordinate and support programme quality and delivery on programme audit, child protection audit, and gender strategy review exercise and adequate application of management response across all impact areas.
Other Responsibilities (5%)
Within the scope of the role, there will be additional assignments as needed.
Technical expertise, skills and knowledge
Qualifications/ experience essential:
A Master’s Degree in Social work, International Relations, Development or similar field;
10 years of relevant experience in INGO Sector or demonstrated equivalent combination;
At least 7 years experience in managing development programmes in the country within the INGO sector;
Proven experience and ability to coordinate and collaborate with different civil society and community-based organizations;
Demonstrable working experience in development programme;
Knowledge of developmental agendas in complex and protracted development and humanitarian landscape;
Experience in context, funding and market analysis;
Demonstrated track record in donor reporting and budget management;
Experience in leading cross-functional teams, coaching and mentoring, especially managing a large team;
Excellent experience in conflict resolution.
Excellent written and verbal communication skills in English. Command of Swahili will be an added advantage
Qualifications/ experience desirable:
Experience in managing development programmes;
Experience in managing humanitarian response;
Knowledge of key programme areas such as Gender-based Violence, DRM and resilience, SRHR and youth economic empowerment;
Knowledge of development and humanitarian issues affecting young girls, adolescent girls and women is preferred;
Ability to influence without power and provide visionary leadership.
