  • The Education, Youth and Child Development Office (EYCD) is responsible for development, implementation, and oversight of USAID administered PEPFAR-funded programs benefiting orphans and vulnerable children (OVC) throughout Uganda. The Orphans and Vulnerable Children (OVC) Field Monitor will provide routine monitoring and technical assistance to the OVC program in the regions of implementation.

  • The Candidate will spend a significant amount of time (at least 50%) in the field providing hands-on support to local organizations.


  • The OVC Field Monitor is based in USAID’s Office of Education, Youth and Child Development (EYCD). The consultant will report directly to the Program Management Specialist – OVC, and will receive guidance and technical direction from the Senior OVC Advisor.

    Specific responsibilities will include the following:

  • Provide technical guidance in the coordination, implementation and monitoring of OVC activities at district level, with an emphasis on integration and coordination with other USAID- and PEPFAR-funded activities

  • Provide technical assistance and guidance to new local organizations on emerging approaches to implementation of OVC programs

  • Collaborate with other stakeholders at the district and sub-county levels, including Ministry of Gender, Labor, and Social Development (MGLSD) officials, para-social workers and Ministry of Health clinic staff, and beneficiaries

  • Foster synergies among PEPFAR partners across PEPFAR programs at community and clinical levels

  • Document best practices, new developments and lessons learnt

  • Alert USAID to any concerns that arise related to
    program implementation

  • Develop technical narratives for OVC reporting and contribute to the preparation of key annual and mid-term planning and reporting documents including the Country Operational Plan, portfolio reviews, quarterly, semi-annual and annual progress reports.

  • Work effectively as a team member and successfully prioritize and complete multiple complex assignments, many of which will have tight timelines

  • Carry out ad-hoc assignments as dictated by unforeseen operational requirements at the request and discretion of the EYCD Director


  • Master’s degree in social work, sociology, public health, epidemiology, health-related, social or behavior science or other relevant fields

  • Demonstrable understanding of HIV and OVC impact mitigation, social welfare and social protection approaches, including program design, implementation and evaluation

  • Minimum of seven years of experience working with children’s issues and programs, with strong preference for experience in programs to mitigate the effects of HIV on children and their families, with at least three to five years of experience in an international or resource challenged settings

  • Evidence of excellent interpersonal, facilitation and teambuilding skills

  • Demonstrated ability in maintaining close counterpart relationships, both governmental and in the partner community

  • Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation

  • Strong communication skills, both oral and written. Ability to communicate highly technical information to a wide variety of audiences
