The Technical Advisor
Procurement provides technical leadership and guidance on procurement issues such as procurement (strategic sourcing, planning, tendering, contracting and management, vendor relations and engagement, and procurement performance and information for decision making).
The TA-Procurement will be expected to advise on complex and precedent-setting issues, develop a consensus for ideas and move them forward in an environment where he/she will not have direct supervisory authority.
Guidance rather than direction will be appropriate; and the Advisor will be required to collaborate in a positive and productive manner with others within and outside of PSA to further our goals.
The Technical Advisor - Procurement will set the technical standard for teams regarding procurement operations, while guiding and coaching the client team to operate independently at a high-quality standard.
This role will develop team skills and coach others to complete the work
Provide leadership in the procurement function
Develop and execute an effective procurement strategy, negotiate agreements and contracts, and manage special procurement project initiatives
Implement strategic procurement including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management and performance measurement
Develop and manage the rosters of suppliers, elaborate supplier selection and evaluation, quality and performance measurement mechanisms. Manage incumbent suppliers and lead qualification of new ones
Ensure timely preparation of procurement plans for projects and monitor their implementation by controlling processes including receipt of requisitions, organization of RFQ, ITB and RFP, receipt of quotations, bids and proposals, evaluation and negotiation of certain conditions of contracts in full compliance with client procurement procedures
Be responsible for introducing process improvements in the supply chain and identify new vendors/suppliers without jeopardizing quality and service delivery
Provide oversight over various contract management processes and ensure transparency
Lead the establishment and management of professional procurement services through Long Term Agreements and networking with other strategic partners /key stakeholders on similar agreements
Deliver on procurement milestones such as supplier selection, supplier quality requirements, delivery and performance
Drive optimal cost performance from suppliers while ensuring the quality and operational performance
Resolve disputes and commercial issues with suppliers in coordination with internal customers
Analyse and understand global multi-million dollar spend categories
Ensure understanding and effective application of internal Standard Operating Procedures in Procurement, control of workflows, continuous business processes monitoring and elaboration of improvements in systems and processes
Prepare Purchase Orders, Amendments, and requests for contract awards and/or waivers for accumulated procurement values ensuring that all specifications, terms and conditions are clear and correct
Develop appropriate contract management tools, guidelines and manuals for standardization and knowledge sharing purposes
Stay current and informed on the market (category based), changing technologies, and global market trends
Implement the Annual Procurement Plan
Strength the Supplier Management system
Support EPSA in Procurement Data generation and analysis
Support in the development of Price trend analysis
Support Adherence to SOPs in the inbound logistics
Promote a zero-tolerance environment for violations of procurement policies and procedures.
Negotiate contract terms with bid winners and the selected contractors in the best manner achieving the best interest of the organization and its clients/beneficiaries
Negotiate, within the terms and conditions of the contract, solutions to conflicts/problems arising in case of poor performance or non-compliance with contractual obligations and convene meetings with contractors to allow ample opportunity for the identification and early resolution of potential disputes
Support the operationalization of the EPSA
Quality Control Laboratory for testing of specific procured items
Work in the engagement of Private partners to support the inbound logistic
Support the implantation of Balanced Score card in the Procurement team
Monitor and analyse contract performance against agreed benchmarks through agreed reporting mechanisms and advise projects on
potential issues and recommend remedial actions
Support in the redesigning of the inbound logistics network (Develop a business case in the cost benefit analysis of Using Modjo port only Vs Adding alternative ports)
Skills, experience and knowledge
Master’s degree in business administration/management, supply chain management, or another relevant field plus CIPs qualification Foundation Diploma level.?
10+ years relevant experience in Global Procurement operations as well as global business operations, Continuous Improvement Methodologies (Lean Six Sigma, project management), and change management with a
proven track record of success
Experience using multiple procurement approaches and models
Ability to develop, negotiate and manage global contractual relationships
History of developing supplier scorecards and showcasing strong supplier performance
Experience implementing and managing cost savings and performance measurement systems for supplier contracts
Strong analytical skills, with an ability to think logically, derive strategic, executive insights from detailed analysis, and use mature, discerning judgment to promote positive change
Proven ability to manage multiple responsibilities, plan and prioritize effectively, and adapt to available resources and changing conditions
Proven ability as an entrepreneurial, self-motivated problem-solver who productively contributes to and leads teams and establishes and nurtures effective working relationships among a wide range of partners.
Strong oral and written communication skills, including the ability to communicate complex concepts to diverse audiences.
Diplomacy and ease working within an international community and in diverse cultural settings.
Ability to travel internationally 20% to 30%.
Excellent communication (verbal/written), interpersonal, presentation and negotiation skills
Collaborative, engaging and high energy
Working knowledge of key business tools such as: Power Point, Visio, Word and Excel
Experience using six sigma methodology
Experience with agile project management
