    Project Overview and Role:

  • The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds.

  • Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

  • The USAID Ethiopia Mission is engaging the NPI EXPAND project to support its Empowered Communities for Better Health (ECBH) project appraisal document. Moving away from a supply/demand model of health systems development, the ECBH emphasizes the need to engage communities toward improved health services and outcomes.

  • This involves tapping civil society organizations, networks (e.g., women, men, youth), professional associations (e.g., midwives), religious institutions, and community elders and other community structures (e.g., IDDIRs) toward better health. The potential of these actors in community health systems has not been fully leveraged in part due to overdependence on Women's Development Army (WDA) structures and gaps in the accountability framework, which needs to be expanded and strengthened to cover all levels of the health system.

    Primary Duties and Responsibilities:

  • The NPI EXPAND Ethiopia Project Manager will provide technical and managerial support for NPI EXPAND project activities including overseeing the day-to-day work of selected CSOs /community structures to design, plan, implement and monitor activities toward increasing the availability and utilization of high-quality RH/FP MNCH and social accountability activities in PHC to improve health services and outcomes.

  • The program manager will co-implement the organizational capacity assessment using standard tools, design and implement organizational capacity development of selected CSOs/ community structures to plan, design, implement and monitor projects. S/he will provide technical assistance to local grantees in area of RH/FP, RMNCH and Social Accountability activities in PHC in Amhara, SNNP and Sidama regions.

  • The Project Manager will report to the Ethiopia country team lead, and work with the Country Team Lead,
    the Finance and Operations Manager, and Grants Coordinator to ensure efficiency and compliance of local partners with the local, USAID, Pallidum and NPI EXPAND project regulations.

    The NPI EXPAND Program coordinator will be expected but not limited to:

    Provide technical assistance:

  • Oversee the implementation of program activities by the contracted CSOs/ community structures and verify the achievements of milestones in the subawards to the CSOs to support community structures and support community structures themselves.

  • Provide technical assistance to the identified Community structures/ Civil Society Organizations supported in the project to ensure effective implementation of the project activities and adherence to the condition of their NPI EXPAND subawards.

  • Provide technical support to the preparation of annual workplans and support the implementation in collaboration with the selected CSOs and community structures.

  • Support CSOs to implement social accountability interventions, e.g., community score card.

  • Review all technical deliverables to ensure quality.

  • Ensure compliance and consistent implementation with USAID rules and regulations, established Palladium and project policies, procedures and technical guidance.

    Oversee and provide input into grantee and project reports:

  • Contribute to the development and implementation of annual work plans; ensure timely submission of high-quality deliverables.

  • Ensure Project deliverables are met and on schedule and that Programme activities are compliant with client agreements, government regulations and Palladium policies and procedures.

  • Identify issues or potential risks; consult with appropriate staff and make informed decisions on how to address issues, communicating when appropriate with senior management team

  • Support the review of achievements and provide technical approval of milestones submitted by grantees

  • Review and advise quality of deliverables submitted by grantees and ensure program compliance with local and USAID regulations.

  • Support the preparation of monthly, quarterly, semi-annual and annual reports for Palladium global team and USAID.

    Monitoring, Learning, Reporting, and Dissemination:

  • Implement regular monitoring activities of grantee in line with M& E plan of the project

  • Document achievement of objectives and collect data for the monitoring and evaluation plan

  • Identify promising practices, success stories, and lessons learned to document and disseminate through print, electronic, presentation, and other means

  • Co-develop (with CSOs) remote workshops /knowledge dissemination events to share experiences/successes and address challenges that may arise among local implementers.

  • Document and disseminate best practice or project success story across CSOs and report to the donors in a regular manner through CTL.

    Required Qualifications:

  • Only Ethiopian nationals living in Ethiopia will be considered for this position.

    Period and Location of Performance

  • The position will be based at Addis Ababa with occasional travel to regions. The position will be for a one year period with possibility of extension based on performance.

    Qualifications and Experience

  • Bachelor’s degree in public health, international development, or related field, and Master’s degree MPH or other higher-level credential preferred.

  • Strong experience managing project activities and providing technical assistance in FP and/or MNCH is preferred. USAID-funded project experience is preferable.

  • Strong experience working with Ethiopian Primary Health Care System.

  • Strong experience working with civil society organizations (e.g., NGOs, CBOs, FBOs, etc.) in Ethiopia.

  • Strong experience organizational capacity assessment and design development plans and implementation.

  • Experience representing project or activity with government, donors, and other stakeholders.

  • Experience with monitoring, evaluation, and learning activities preferred.

  • Excellent report writing and communications skills.

  • Proficiency in Microsoft Office tools including Word, Excel and PowerPoint.
