    Project Overview and Role:

  • Funded under the US President's Emergency Plan for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centers for Disease Control and Prevention (CDC), Palladium Development and Consultancy Kenya Ltd (Palladium Kenya) anticipates 5-year funding to support the Kenya Ministry of Health, county governments and healthcare service delivery partners to implement technological innovations in health information systems.

  • The position will work under the supervision of Controls & Compliance Lead. PACC will be key in evaluating all the process and ensure compliance with the Palladium rules and regulations. The incumbent will be key in identifying risks and recommending mitigation measures.

    Duties and Responsibilities:

    Compliance Reviews

  • Review all transaction to ensure they are properly supported and in compliance Palladium and client’s requirements and maintain evidence of review.

  • Check and confirm that all the transaction are posted, and costs allocated as per the budgeted

  • Performs periodic petty cash surprise count.

  • Reviews procurement documentation for compliance and value for money.

  • Review payment vouchers review to ensure compliance.

    Month end close Compliance

  • Review and ensure that all the posting are done before month end close.

  • Ensure bank reconciliation statements are done, approved, and filed by 5th of the following month.

  • Review timesheet compliance for all staff

  • Reconcile leave balances for sign off by Control & Compliance Lead

  • Update tracker and follow up on timely payment of statutory deductions and withholding taxes.

  • Process and submit for review timesheets (labor distribution journal).

    Risk Assessment

  • Proactively identify risks in all the processes and document

  • Analyses identified risks and recommend mitigation measures.

  • Working with all stakeholders, develop appropriate risk response.

  • Institutes risk control procedures and processes to ensure compliance.

  • Identify weaknesses in the processes and recommend changes to improve.


  • Prepare and arrange files for audit readiness.

  • Support the Compliance & Control Lead during the audit, by ensuring audit requirements are met on a timely basis.

  • Make follow up on implementation of audit recommendations.

    Required Qualifications:

  • Bachelor’s degree from a recognized University with 2 years work experience or CPA finalist with at least 3 years experience.

  • Ability to communicate financial information to a non-financial audience.

  • Excellent interpersonal skills and client satisfaction.

  • Audit experience will be an added advantage.

  • Ability to pay attention to detail.

  • Ability to meet strict deadlines.
