    Project Overview and Role:

  • Funded under the US President's Emergency Plan for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centers for Disease Control and Prevention (CDC), Palladium Development and Consultancy Kenya Ltd (Palladium Kenya) anticipates 5-year funding to support the Kenya Ministry of Health, county governments and healthcare service delivery partners to implement technological innovations in health information systems.

  • Reporting to the Senior Architect, Data Warehousing, and Infrastructure, the overall objective for this role is to administer and maintain the project’s internal corporate and above-site project ICT infrastructure. Specifically, it will entail maintaining the availability and reliability of workstations, servers, storage, backup, and networking platforms that support business critical services for the organization and ensure that ICT can effectively meet service targets in accordance with planned business objectives.

  • The IT Infrastructure Support Engineer will be responsible for the day-to-day operation of the ICT infrastructure, and provisioning day to day operations and support. He/she will be managing IT assets and keeping the technology assets register up to date in collaboration with all stakeholders.

    Primary Duties and Responsibilities:

  • Oversee the day-to-day activities of a multi-site team ensuring Vendor Services SLAs are met, respond to key stakeholders in a timely manner.

  • Coordinate and/or perform fixes, patches, and software updates at the data warehouse and end-user computing level, and as appropriate at the network level including installation and upgrading software, installing hardware, implementing file
    backups, and configuring systems and applications.

  • Actively monitor the technology Assets Register including Software and Hardware assets, ensuring it reflects
    an accurate picture of the project assets at all times.

  • Monitor, administer and troubleshoot mixed Operating System Environments.

  • Put together and install infrastructure components on networks and servers, ensure that the technical performance aspects in the organization infrastructure environment are optimized, including database, network, and application server performance.

  • Maintain the organizations virtualized environment to ensure proper tuning plus capacity.

  • Update hardware required for maintenance of servers and the network, fix any network and connectivity issues that could come up, detect system and application issues, and ensuring the smooth flow of data and voice throughout the organization.

  • Manage the security of computer systems, inter-application information transfers, Remote Connections (VPN) and system backups.

  • Perform server related regular operational tasks on the infrastructure across various organization managed sites.

  • Ensure optimum uptime for complete network services and servers, and also establish models to maintain and configure entire desktops and laptops and handheld devices.

  • Improve, plan capacity, and design for data warehousing infrastructure engineering projects, and also ensure sufficient network redundancy for High Availability.

  • Work with the application development team on building, implementation and fixing of data warehousing infrastructure performance issues.

  • Support the development and dissemination of help sheets, usage guides, and FAQ lists for internal stakeholders for all key internal and above-site project ICT tools.

  • Support the acquisition of new technology & ICT equipment.

  • Support the design, development, and implementation of internal Palladium IT policies.

  • Work with Project Operations team to manage vendors for IT hardware and software.

    Required Qualifications:

  • 10+ years' relevant experience within a global organization, including at least 3 years in a management role overseeing a broad help desk and end user computing services.

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or related area.

  • A solid understanding of the following Technologies but not limited to: Windows OS (Server and Workstation); Office 365;

  • Microsoft Digital Workplace tools; Linux OS platforms; Virtualization platforms such as Hyper-V, VMware & Virtual Box; WAN/LAN/Wi-Fi, VOIP, Core Networking; Cloud Services: printing services, among others.

  • Proven leadership skills with the ability to coach team members.

  • Proven experience in managing vendors and negotiating ICT contracts and end user computing hardware and services procurement.

  • Proficiency in the implementation of IT infrastructure services.

  • Experience in implementing and supporting information systems.

  • Knowledge of and experience in applying ITIL principles and standards to improve incident resolution.

  • Results driven and motivated by a sense of performance excellence and a sense of urgency, possesses a proactive and 'self-starter' mentality.

  • Possesses a global mind-set and professional maturity and demonstrates sensitivity to working within different environment & cultures.
