    Project Overview and Role:

  • Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ Kenya works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV and Malaria at national and subnational levels.

  • The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the country’s existing health priorities.

  • HP+ has been implementing project activities in Kenya, on behalf of the USAID, since 2015.
  • USAID in Kenya has been supporting bilateral health programs with the Government of Kenya for more than 25 years, with an emphasis on increasing the domestic resources to health and ensure quality of health care services through health systems strengthening.

  • The HP+ portfolio in Kenya includes supporting the Government of Kenya to develop an implementation guide for sustainable financing in health, as well as to engage key stakeholders at national and county level in domestic resource mobilization initiatives for health as well as ensuring sustainable quality.

    Primary Duties and Responsibilities:

  • HP+ Kenya is seeking a full-time Program Officer, County Public Finance Management (PFM) work on HP+ Kenya activities in support of the Government of Kenya, Ministry of Health.

  • The County PFM Officer, under the guidance and supervision of the Deputy Director, Technical will support a mix of activities, some individually and others as member of a team within HP+ Kenya.

    Responsibilities:

  • Support the design and implementation of county public financial management and health financing assessments, including public finance management system performance, county health expenditure tracking and budget analysis, and county health accounts, among others.

  • Contribute to and lead when necessary, in-depth county PFM performance assessment, including multi-year planning, budgeting, budget execution and budget monitoring/audit, and related report publications, using available
    data from county IFMIS database, county Treasury and county Department of Health.


  • Contribute to reporting, update technical and implementation strategies, identify technical assistance needs within the county, and mobilize required technical resources and staff.

  • Contribute to county technical capacity building through technical support to county teams and organizing design and implementation of workshops with the Kenya School of Government.

  • Provide technical support to county Department of Health on budget planning & preparation, execution, budget advocacy, and domestic resource mobilization.

  • Participate in and contribute to policy dialogue with county government counterparts, donors and civil society groups.

  • Keep an updated data base of contacts for county health department leadership and programmes in all the project focus counties

    Required Qualifications:

  • First level university degree in economics, health economics, public policy or public health with a focus on health financing or public finance management in health. Masters’ level advanced university degree in these areas is desirable.

  • At least 5 years of relevant work experience in public financial management in health, health financing, or health economics.

  • Strong understanding of Kenya’s Public Finance Management (PFM) Act (2012), Public Expenditure and Financial Accountability (PEFA) Framework, and familiarity with various PFM assessment tools.

  • Knowledge of the various dimensions of the PFM cycle (budget formulation and execution, controls, accounting and reporting, auditing and oversight of public finances).

  • Strong familiarity with health financing mechanisms and domestic revenue mobilization.

  • Demonstrated track record of synthesizing complex analytics and results into user-friendly written outputs, including PowerPoint presentations, reports and briefs.

  • Demonstrated experience working with departments of Treasury and Health, as well as donors and implementing agencies, and strong communication skills to knowledgably and effectively interact with key actors.

  • Familiarity with USAID-funded health financing projects will be an advantage.

  • Strong quantitative skills and research capacity, proficiency in Stata/R or MS Excel is highly desirable.

  • Understands core issues and knows where to get additional expertise when needed.

  • Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables.

  • Strong ability to communicate and present effectively in spoken and written English is essential.

  • The position is based in Nairobi, Kenya and is open to Kenya Nationals only.
