    Project Overview and Role:

  • Catalyze is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors (such as education) and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing.

  • Catalyze will provide services to many missions and bureaus that “buy in” to tap the CATALYZE investment and pay-for-results project management expertise.

  • Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

  • Catalyze Ethiopia: Market Systems for Growth (MS4G) will drive private enterprise expansion to catalyze Ethiopia’s future economic growth and prosperity.

  • MS4G intends to foster enterprise-driven growth, especially among private enterprises that have high growth potential and the capacity to catalyze job creation throughout market systems.

  • MS4G will address systemic challenges, including building business development services capacity, creating a more conducive business environment, building the financial sector infrastructure and capability within private finance providers, and expanding the digital economy.

  • MS4G will catalyze private sector growth by improving access to finance and facilitating transactions through targeted interventions across market systems (demand, supply, and enabling environment).

  • Expanded access to finance will also drive change across the market system by increasing business revenue and necessitating job creation. The program has an estimated life of project funding of $55 million and is anticipated to operate for five years.

  • While focus sectors will be finalized in collaboration with USAID during the inception phase, it is anticipated that they could include agribusiness, light manufacturing, and telecommunications & ICT (including fintech).

  • Across all initiatives, there will be a cross-cutting focus on women and youth, as well as a focus on ensuring that disparate ethnic groups and regions equitably benefit from the interventions.

  • The Finance Officer will support Finance Manager by ensures that all financial records of all the projects costs are in accordance with Palladium financial policies and procedures and donor (USAID) rules and regulations.

  • He/she must demonstrate the ability to use sound business judgement in assuring that all records to the financial system are accurate and necessary for the operations of the MS4G projects.

  • He/she makes sure that all government taxes and other obligations are deducted and paid on time. This individual must be based in Addis Ababa.

    Primary Duties and Responsibilities:

  • Responsible for keeping track of project inventory including tagging of assets, record creation, maintenance, handing
    over and securing receipts for assets.

  • Preparing and submission of quarterly and annual inventory reports;

  • Overseeing final disposition of inventory
    Develop policies or procedures for logistics activities as required by MS4G.

  • Supervise, schedule work of project drivers.
    Responsible for managing all aspects of vehicle fleet, daily inspection, preventive maintenance and ensuring vehicles are road worthy in line with the law.

  • Responsible for renewal of registration and insurance

  • Responsible for keeping track of fuel purchase, monthly reconciliation of invoices, consumption, etc.

  • Schedule trips for staff, review daily trip reports, fuel consumptions, etc.

  • Responsible for upkeep of project office including its daily cleaning and scheduling of preventive maintenance

  • Analyze all aspects of logistics to determine the most cost-effective or efficient means of securing products or supplies.

  • Plan and implement improvements to internal or external logistics systems or processes.

  • Performs other related duties as assigned
    Travel as needed to district offices to ensure smooth and harmonized operations, providing management support as necessary;

  • Assist the Head of Office with other duties as needed.

  • Assist with development of vendor database to compete offers for the purchase of goods or services

  • Coordinate delivery logistics with program team and/or grantees to obtain the required permits including, such as delivery receipts.

  • Coordinate transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation of related expenses.

  • Other duties as assigned by supervisor.

  • Ensure streamlined operations systems in line with Palladium and donor rules and regulations;

  • Provide administrative and logistical support to the portfolio of programs;

  • Ensure an in-depth awareness of operational issues in country context;

  • Responsible for day to day logistical matters.

  • Assist with arranging travel and logistics for staff and project equipment and inventory;

  • Provides timely and accurate reports on location of staff and assets and maintains proper hard and soft copy files for each.

  • Supports reporting Manager with operational and logistical tasks and duties;

    Required Qualifications:

  • Significant experience in inventory and logistics management

  • Knowledge of auto mechanics and experience working in vehicle maintenance workshops and fleet management.

  • Self-motivated, interest and experience in managing and supervising Drivers

  • Clear understanding of Ethiopian customs clearance procedures

  • Experience in a USAID, donor funded project or International NGOs
  • Ability to work independently, take initiative, meet deadlines with attention to detail and quality and monitor daily logistical activities.

  • Demonstrated leadership, versatility, and integrity.

  • Demonstrated intermediate computer skills in Microsoft Office Suite applications

  • Excellent interpersonal skills, sound judgment, communication skills, ability to identify and resolve constraints.

  • Excellent writing and presentation skills
    Bachelor's degree in related field (preferred)
    Minimum of 5 years of relevant work experience (preferred)

  • Experience working on USAID or similar internationally funded programs.

  • Strong knowledge of donor procurement rules and regulations.

  • Demonstrated ability to solve challenging and complicated logistical issues.

  • Experience with budgeting and cost analysis.

  • Strong ability to use and develop management
    and tracking systems.

  • Strong communication skills.
