    NPI EXPAND Overview

  • The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. In line with USAID's goals of promoting sustainability and self-reliance, NPI EXPAND invests in new and underutilized local partners (NUPs)1 and strengthens their capacity to strategize, plan, and implement programs with USAID funds.

  • Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

    NPI EXPAND in Kenya

  • In Kenya, NPI EXPAND will support locally driven solutions to increase access to and use of health services in Narok County. Specifically, the program will provide grants and tailored assistance to local organizations to implement context-specific approaches aimed at removing barriers to family planning.

  • The activities will also promote continuity of services and mitigate the COVID-19 pandemic's impact on routine health services. The primary beneficiaries of the program include adolescents and youth who are in- and out-of-school, women, men, and couples. While the NPI EXPAND program focuses on the health sector, this activity forms part of an integrated program that also advances livelihoods, food security, sustainable livestock raising, and conservation in the Mara Landscape.

    Position Description

  • The Gender Advisor is a full-time position for the NPI EXPAND Kenya project. The advisor will provide oversight, technical guidance, and capacity strengthening to the Kenya country team and grantee organizations on gender integration and mainstreaming.
    The Gender Advisor may support other NPI EXPAND country projects and activities in the region or globally, as needed.

  • They will report to the Kenya Country Team Lead, while also receiving guidance from the Field Support Director, HQ-based country manager, MEL Director, and Capacity Development Director. Responsibilities require extensive technical capacity in the areas of gender integration, gender mainstreaming, capacity development, family planning, and maternal and child health in Narok County, Kenya.

    Primary Duties and Responsibilities:

    The Gender Advisor will:

  • Provide technical assistance and capacity strengthening to grantee organizations to integrate gender into program activities and mainstream gender into organizational policies and practices

  • Develop tools, frameworks, and resources to enable grantee organizations to integrate and mainstream gender into their programs and organizational policies

  • Provide gender technical guidance and gender awareness training to project staff and grantee organizations

  • Support grantee organizations and the NPI EXPAND monitoring and evaluation team to design and track gender indicators and incorporate gender into project evaluations

  • Collaborate with grantee organizations and the NPI EXPAND communications team to document and share project success stories

  • Collaborate with the Grants Management team on proposal and interim report review

  • Participate in the development of annual work plans

  • Contribute to the design, implementation, and reporting related to project technical, capacity strengthening, and grant making activities, including development of a case study on the project’s activities to promote gender equality

  • Review all project materials and products to ensure they incorporate a gender perspective

  • Monitor and report on gender activities for submission to USAID

  • Other duties as assigned.

    Other Requirements

  • The position will require regular travel to Narok County. Some international travel may be required to support other NPI EXPAND activities, attend meetings, or participate in conferences or workshops. Only Kenyan nationals residing in Kenya will be considered for this position.

    Required Qualifications:

  • Demonstrated ability to integrate gender in the design, implementation, and monitoring and evaluation of health projects required.

  • Strong experience strengthening the capacity of organizations to mainstream gender into their policies and practices required.

  • Strong experience conducting gender analyses and using the information to inform project design required.

  • Experience promoting male engagement in family planning.

  • Experience working to address gender barriers to uptake of health services.

  • Strong experience working in the health sector; especially family planning/reproductive health and/or maternal and child health.

  • Strong experience in capacity strengthening of civil society sector (NGOs, FBOs, CBOs, non-profits, private sector).

  • Experience integrating health services or gender in other sectors such as agriculture, the environment, etc., preferred.

  • Strong interpersonal, writing, presentation, and organizational skills are required.

  • Experience in leading participatory exercises and group processes.

  • Fluency in speaking and writing in Kiswahili and English.

  • Kenyan nationality with authorization to work in Kenya.

  • Proficiency in Microsoft Office tools including Word, Excel, and PowerPoint.
