    Project Overview:

  • Launched in 2020, CATALYZE: Market Systems for Growth (MS4G) drives private enterprise expansion to contribute towards Ethiopia’s future economic growth and prosperity. MS4G intends to foster enterprise-driven growth, especially among private enterprises that have high growth potential and the capacity to catalyse job creation throughout market systems.

  • MS4G’s goal is to address systemic challenges, including building business development services capacity, creating a more conducive business environment, building the financial sector infrastructure and capability within private finance providers, and expanding the digital economy. MS4G catalyses private sector growth by improving access to finance and facilitating transactions through targeted interventions across market systems (demand, supply, and enabling environment). 

  • Expanded access to finance will also drive change across the market system by increasing business revenue and necessitating job creation. The program is expected to operate through September 2024.

  • For its second year of implementation, project activities in the agriculture and WASH sectors will take a larger priority. MS4G is required to coordinate closely with other USAID and US Government (USG) activities. Across all initiatives, there will be a cross-cutting focus on women and youth, as well as a focus on ensuring that disparate ethnic groups and regions equitably benefit from interventions.

    Primary Duties and Responsibilities

  • The CATALYZE MS4G Deputy Country Director, Operations & Compliance will report to the CATALYZE MS4G Country Director. (This position is comparable to a Deputy Chief of Party position.) S/he will be responsible for overseeing all aspects of financial management and contractual performance, including financial systems implementation, budgeting, expenditure tracking, financial reporting and accounting, operations, logistics, human resources, security, procurement, and grants.

  • The Deputy will establish and maintain sound financial management practices and ensure the project’s compliance with Palladium and USAID policies, rules, and regulations.

  • Provides overall financial and administrative coordination and support to ensure an effective and efficient operating platform for the project.

  • Ensures compliance of financial systems with
    Palladium’s policies and procedures, USAID rules and regulations, contract requirements, and Government of Ethiopia laws and regulations.

  • Develops activity budgets with technical teams and monitors budget pipeline.

  • Provides timely and accurate financial reports to Palladium home office and USAID as required.

  • Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to senior management team.

  • Conducts internal financial audits of the activity and serves as primary point of contact with external auditors.

  • Ensures continual review of internal and strategic controls, communications, risk assessments, and maintenance of documentation.

  • Works with compliance, procurement and technical staff to develop innovative grants and performance-based subcontracting platforms that enable efficient and compliant procurement and leverage local ecosystem actors to deliver services at scale.

  • Provides technical assistance and capacity building, as needed, to local partners on financial compliance and reporting to ensure sound financial management and operations.

  • Ensures that subcontracts, grants, and local consultancy documents and procedures are completed in a timely and correct manner and comply with Palladium and USAID policies and regulations.

    Required Qualifications

  • Significant professional experience in administrative, financial, and grants management of large complex projects of which at least eight years were in the field of international development including experience in management of USAID funded contracts of similar scale ($40M / 4 years).

  • Track record in developing and managing large budgets

  • Demonstrated ability to provide oversight to high volume grant and subcontract procurements involving a variety of sizes, scope and partner types.

  • Knowledge of and compliance to Federal Acquisition Regulations and USAID Acquisition Regulations.

  • Strong financial and operational management experience with proven management skills.

  • Professional level of oral and written fluency in English language.

  • Experience supervising teams in fast moving, multi-component programs.

  • Experience building capacity of local organizations and implementing partners in financial management.

  • Relevant computer software skills and familiarity with accounting software (including, at a minimum, the standard applications in MS Office); Costpoint preferred.

    Preferred Qualifications

  • Previous experience in launching and managing innovative grants and/or performance-based sub-contract platforms; past experience designing and administering annual program statements (APS) designed to enable private sector engagement, partnerships and capital mobilization is a plus.

  • Previous professional experience in administrative, financial and grants management of USAID programs in Ethiopia or similar country contexts.
