Position Overview

The Senior Technical Advisor, determined as Key Personnel, functions in a leadership capacity to staff, manages performance and provides mentoring, coaching and training to the Integrated Child and Youth Development (ICYD) Activity project team.

The Senior Technical Advisor contributes to the strategies for all the technical requirements of the ICYD Activity and provides technical expertise to ensure the fulfillment of project deliverables. This position is contingent upon award.

The ICYD activity will address USAID/Uganda’s development objectives relating to child wellbeing, education, and youth development.

This activity will be a flagship program administered by the Office of Education, Youth, and Child Development, the unit responsible for the Mission’s education and PEPFAR/OVC funding streams.

ICYD must use an integrated approach to realize the following objectives;

  • Objective 1: Children and youth have improved learning outcomes;

  • Objective 2: Children and youth are safe and healthy in their community and learning environments; and,

  • Objective 3: Youth practice positive behaviors and are able to make informed decisions about their lives
    and relationships.

    The ICYD Activity will need to contend with several mandatory pathways to achieve the three stated objectives. These include:

  • Build from recent EGR support to MOES and target districts.

  • Address primary school retention through a combination of family, community and school-based interventions that address known critical drivers of school dropout.

  • Provide critical OVC services directly for up to two years while building the capacity of local partners to transition to prime awards with USAID/Uganda.

  • Provide technical assistance and coordination to OVC service providers in service delivery districts.

  • Deliver effective technical assistance and support to MGLSD and other public/private institutions to progressively transition OVC service delivery from USG support.

  • Address sub-national constraints to priority outcomes through high-impact local partnerships.

    Key Responsibilities

  • The Senior Technical Advisor builds relations with key stakeholders, and actively collaborates with the USAID/Uganda COP to effectively support program implementation and address operational and programmatic questions and challenges.
  • The Senior Technical Advisor works closely with the COP to ensure that technical direction for the ICYD Activity is fully disseminated among staff, the Contractor partner team and other key stakeholders.
  • The Senior Technical Advisor actively engages with local partners, private sector and other humanitarian and development organizations and promotes effective collaboration and cooperation across the Contractor teams.
  • The Senior Technical Advisor promotes innovation, improved methodologies, and project implementation through the USAID Collaborating, Learning, & Adapting (CLA) approach.

    Basic Requirements

  • The Senior Technical Advisor demonstrates an understanding of best practices and contributes to knowledge capture and dissemination of key learnings to key stakeholders within the ICYD Activity.
  • A minimum of a bachelor’s degree or equivalent in education, social work, child development, health, international development, other social sciences, or relevant fields
  • At least eight (8) years’ experience, six (6) of which must include technical issues related to education (early grade reading programs preferred) and/or health development work;
  • At least six (6) years’ experience in program management
  • Prior knowledge of and experience with USAID-funded education; health programs; PEPFAR programming (especially OVC and/or DREAMS) experience preferred;
  • Knowledge of evidence-based practices to support children and youth affected by HIV/AIDS, systems strengthening, case management, violence prevention and child welfare; Uganda-specific knowledge preferred;
  • Professional level written and oral English required.
  • Experience in Sub-Saharan Africa and/or Uganda.
