Position Summary:

  • Reporting to the Senior Program Manager, the Capacity Development Officer will be responsible for the implementation of the capacity development strategy for USAID Empowered Youth Project I (EYP).

  • This includes designing or adapting capacity development tools and methodologies, and coordinating with other Pact units to ensure the provision of comprehensive direct support to partner organizations in the areas of technical, and organizational development for effective program delivery. .

    Specific Duties:

    • Develop and implement a capacity development strategy for the USAID EYP project and contribute to overall CD strategy for Pact Zambia office and funded projects.

    • Provide technical direction in activity planning for all capacity development components including network strengthening. Design or adapt capacity development tools and methodologies for implementation under USAID EYP project.

    • Deliver all customized capacity development related activities for USAID EYP 1 in diverse areas of organizational (i.e. program management, resource mobilization, and monitoring and evaluation) and coordinate technical capacity development.

    • Facilitate Technical organizational capacity assessments (ITOCA), network analysis (ONA), and Organizational Performance Index (OPI) with partners. Provides comprehensive, customized, and documented mentoring and technical assistance to local partners in the identified areas of the program.

    • Consolidate assessment results across the cohort of partners to identify and analyze organizational capacity patterns and identify new strategic directions for capacity development support

    • Develop materials and processes for specific areas/topics identified as needed for capacity development of local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies.

    • Lead implementation of innovative capacity development interventions and reporting formats

    • Document effective capacity development approaches, methodologies and activities for sharing as best practices with the broader Pact world

    • Conduct periodic review/mapping of the technical and organizational strengths/assets that exist among the partners so that best practices and expertise can be exchanged locally

    • Actively participate in regular Partner Update meetings with the Pact Zambia Programs Team

    • Provide strategic inputs into the overall capacity development program component, recommending adaptations based on ongoing lessons learned

    • Through internal processes and use of consultants develop and field test new and improved technical methodologies, tools and other products and services

    • Regularly interface with Pact Zambia Programs and
    Admin. Teams to ensure smooth coordination of programmatic and technical assistance

    • Lead in program monitoring, evaluation, learning and reporting related to capacity building.

    • Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring and implementation.

    • Contribute to the development of annual workplans, performance monitoring and program reporting

    • Ensure proper administration of logistical aspects related to capacity development activities

    • Remain up to date with latest methodologies, best practices and donor requirements and ensure that the project capacity development results are consistent with the best practices of the sector.

    • Actively participate in Pact’s capacity development Community of practice forum

    • Perform other duties as assigned.

    Basic Requirements

    • A university Degree or other suitable qualifications in related field

    • At least three-years’ experience in a similar position

    • Excellent oral and written communication skills, fluency in the local language and English

    • Knowledge of HIV/AIDS or other relevant public health and community development issues

    • Proven skills in development organizational capacity of partners in implementing HIV/AIDS programs.

    • Previous experience working with USAID funded programs and knowledge of USAID regulations. Excellent communication skills for advocacy, training and facilitation

    • Ability to work independently, take initiative and manage a variety of activities concurrently.

    • A strong team player with excellent interpersonal skills and ability to work in a fast-paced environment.

    • Demonstrated ability to transfer knowledge through training and mentoring

    • Demonstrate skills in working with multinational groups and fostering collaborative relationships across multiple organizations.

    • Ability to work with tight deadlines and yet deliver effectively.

    • Ability to travel to the field at 50%-60% of LOE
