Job Purpose Lead in the design of Social Protection and Early Recovery programming and implementation - piloting innovative programme approaches, building partnerships, coalitions and networks and supporting partners to develop organisational capacity building to deliver high quality Social Protection programmes. The Social Protection Strategist will establish and maintain linkages with other thematic areas and link with Oxfam campaigns, policy influencing and advocacy teams. Occasionally, as required by the programme design, the post holder will manage contracted programme or project staff. A key area of work will be to fundraise for the programme and to generate and manage knowledge resources through linkages with knowledge hubs and other institutions.
Programme design, implementation and resourcing: 40%
Explores and develops linkages between the provision of humanitarian assistance and Social Protection systems with the aim of ensuring longer-term impact, resilience building and sustainability of Oxfam Kenya’s programming;
Develops, initiates and/or participates with other national Social Protection actors on pre-emptive action to avoid emergencies, and Shock-responsive Social Protection;
Develops initiatives and concept notes linking Social Protection recipients who graduated to government development initiatives such as the National Hospital Insurance fund (NHIF), youth fund, Women’s Fund and Constituency-based development Funds;
Provides thought leadership on Social Protection and Early Recovery, staying up to date with the latest thinking, participating to global SP platforms, undertaking and commissioning research and analysis, and developing a comprehensive understanding of how enhanced Social Protection systems can contribute to reducing poverty and Inequality in the country.
In collaboration with colleagues, ensures that women’s rights are developed and protected in the country programme, that gender analysis is applied to Social Protection and Early Recovery programming in Kenya, developing an understanding of potential impacts (positive and negative) on gender and ensuring that programme interventions are designed with gendered lens.
Develops and delivers an integrated Social Protection and Early Recovery programme in synergy with the other thematic areas, including continuation of the current work on Shock-responsive Safety Nets.
Participates in the budget process by designing and effectively managing the Social Protection and Early Recovery programme budget.
Ensures implementation of Oxfam GB’s operational policies, procedures and guidelines, especially in gender equity, in all aspects of Oxfam’s work in coordination with the other Strategists and with support from technical advisors at Regional and Global level, as needed.
Working closely with the Director-Humanitarian Systems Strengthening and MEAL Advisor ensures that an effective, transparent and robust monitoring, evaluation, learning and accountability system and processes are in place to ensure that the programme delivers on the Country Strategy.
Working closely with the Programme Funding Relationship Manager, participates in relevant fundraising activities, through the development of fundable concepts (at all levels including programme development with partners) and by taking the lead in the development of donor proposals, budget submissions, production of quality reporting and other necessary activities to secure funding for programme objectives.
Monitors the humanitarian needs in response to slow onset and sudden crises in coordination with the Urban Early Warning Early Action partners, and provides technical recommendations for appropriate intervention.
Assesses and advises the Country Director and Director–Humanitarian Systems Strengthening on risks emerging from the programme.
Coordination, External Representation and Partnerships building 30%
Maintains the lead on Coordination of the Urban Cash Consortium, convening Consortium-wide and bilateral partner meetings as needed, supporting partners in the development of proposals and preparation of reports.
Coordinates and mobilises technical support for the program partners, accompanying them and ensuring high quality of programming.
Represents Oxfam and partners in coordination bodies on CVA, Social Protection and Early Recovery at national level; participates to sub-workstreams relevant to Oxfam Programming.
Contributes to and leads on the establishment of bilateral coordination initiatives in Country as appropriate, maintaining an open communication with the coordination bodies at national
level to explore potential expansion to all relevant stakeholders.
Develops a comprehensive understanding of Oxfam’s partnership approach, including work with coalitions and networks, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change.
Develops and facilitates links with civil society, the private sector and Government bodies, initiating contacts and building associations that can be used to enhance Oxfam’s work, and identifying key partners to collaborate with on the delivery of the programme.
Research, Knowledge building and advocacy 20%
Sources and analyses essential publications for relevant content, summary and distribution.
Provide regular information, briefings and publicity on the Social Protection and Early Recovery programme activities.
Document lessons learnt and best practice as part of institutional learning and ensures research, learning and advice is disseminated for maximum impact.
Plays an active role in lobby and advocacy on issues related to Social Protection through personal contacts and co-ordination of allies, with support from the Media and Communications Advisor.
Participates in any ongoing county and/or national policy and legal debates in Social Protection in Kenya
Liaises with all key stakeholders to build and strengthen Oxfam’s role as a lead agency in Social Protection, with a strengthened focus on Urban areas.
With campaigns, colleagues and partners, develops appropriate influencing materials for consumption by targeted groups.
Supports the development of a joint advocacy strategy and plan with allies and implement Oxfam’s role in the plan.
Develops written analysis and learning material for publication on Oxfam Confederation websites for Oxfam and wider civil society analysis and learning.
Human resource management 10%
Manages staff, consultants and researchers as required, in accordance with Oxfam policy and procedures
Technical Skills, Knowledge and Experience
University degree in relevant field (Humanitarian action, Public Management, International Development, Development Economics, Social Protection, Food Security) along with training in Humanitarian action and theoretical knowledge of principles and practices of program management, emergency response and disaster preparedness;
Knowledge of Kenya Social Protection System, processes and stakeholders;
Minimum 8 years of demonstrated management and development experience in the humanitarian field and/or humanitarian responses; OR Master's degree in a relevant field with 5 years demonstrated management and development experience.
Minimum 3 years of large-scale cash and voucher programmes
Proven sound judgement in complex situations
Broad set of management skills (financial, fundraising, donor management). This includes excellent people management skills with a good understanding of team development and proven financial management skills.
Understanding of key crosscutting issues in resilience and humanitarian work (Gender mainstreaming, human rights, marginalization)
Ability to link humanitarian response to longer-term development goals and strong understanding of related approaches;
A high level of interpersonal, communications and representational skills; ability to negotiate;
Fluency in spoken and written Swahili and English.
Demonstrated ability to work under limited direct supervision.
Ability to innovate and model good practice.
Requires the ability to gather and analyse complex information.
Ability to travel in Kenya and region is mandatory.
First-rate knowledge of social protection, including implementation experience in both development and humanitarian contexts.
Knowledge and preferably experience of working with informal social protection
Experience in managing donor contracts (e.g. DEVCO/C/ECHO, BHA/BPRM)
Experience in working with national and international partners.
Experience in coordination of Consortia and leading/co-leading of Cash Working Groups.
