  • The specific objective of the role is to develop and implement a clear country advocacy strategy for the transformation of programmes to HINGO/RINGO members.

  • This will be done though influencing and supporting the mandates of HINGO/RINGO to increase the impact of the country programme at scale and bring change (in policy, practice and/or attitude).

  • This change will be driven by new resource strategies, partnerships relations and ways of working that will extend and amplify programme outcomes.

  • The HINGO/RINGO Advocacy Coordinator leads to the mandate of HINGO/RINGO country advocacy strategy, which has the objective of ensuring the influencing programme is delivered.

  • Strengthen to maximize HINGO/RINGO’s impact and influence on National Humanitarian Policy and Practice

  • Lead, convene and support the development of the HINGO/RINGO Humanitarian Advocacy Strategy via working with the humanitarian and advocacy staff of member organizations and beyond.

  • Ensure links between humanitarian advocacy and other priority advocacy work (e.g. Gender in Emergencies, Sexual, Reproductive Health and Rights, GBV) as prioritized with HINGO/RINGO members to provide a consistent and coherent advocacy voice and policy representation to agreed priority external audiences.

  • Provide analysis and intelligence on key policy issues at national level humanitarian context, informing and HINGO/RINGO members’ policy response

  • Coordinate strategically within the HINOG/RINGO members to maximise timeliness of intervention and advocacy effectiveness in humanitarian influencing.

  • High level of communications and representation of HINGO/RINGO members on advocacy and influencing on humanitarian responses

  • Develop relationships and represent in agreed priority HINGO/RINGO , government and UN meetings, and represent HINGO/RINGO members in key networks, ensuring that participation reflects the perspective HINGO/RINGO’s field experience and key policy priorities

  • Support the HINGO/RINGO members in their humanitarian representation, advocacy and external relations

  • Work with Advocacy and Communications staff of member organizations in public messaging related to humanitarian advocacy initiatives.

  • Strategic advocacy support to HINGO/RINGO member’s work in humanitarian crises, including conflict, slow-onset emergencies and rapid-onset disasters, with an emphasis on selected emergencies and other complex emergencies

  • Support HINGO/RINGO members’ humanitarian response team by providing support in policy efforts and humanitarian responses in line with agreed strategy as needed to contribute to high level humanitarian policy/advocacy processes and events in Ethiopia;

  • Build strong relationships with selected country programs that have dedicated advocacy capacity, to ensure that HINOGO/RINGO policy work is grounded in members’ experience and to support relevant national and international debates.

  • Act as the advocacy focal point on specific humanitarian crises and facilitate synergy among advocacy work of member organizations

  • Support HINGO/RINGO to document meetings and other records

    Strategic Support to HINGO/RINGO member organizations

  • Monitor and relay relevant policy developments; support development of research and analysis on relevant topics in line with strategy (emergency and program); and contribute to and support the drafting of HINGO/RINGO members’ positions, briefing papers, strategies, articles, lobbying advocacy letters and talking points.

  • Ensure appropriate monitoring, evaluation and learning as well as reporting of results from humanitarian advocacy undertaken in different ECHO supported project implemented by HINGO/RINGO member organizations.

    Education and Experience

  • Postgraduate degree from a recognized university/college in communication, development studies, social sciences or other areas that can bring an added value to the related jobs.

  • Relevant experience with more than 7 years preferably in an International NGO.

  • Experience of advocacy, campaigning and lobbying work with governments, donor institutions and inter-governmental bodies.

  • Experience of leading, designing and delivering influencing, campaigning and advocacy programmes and research and policy work

  • Experience of using media, popular mobilisation and public campaigning in
    a developing country context.

  • Proven experience of capacity strengthening and advisory work.

  • In-depth understanding of the economic, political and social causes and dynamics of poverty and a familiarity with policy issues related to the creation or reduction of poverty in Ethiopia and globally.

  • Comprehensive knowledge and experience of development programmes, humanitarian response and campaigning.

  • Excellent in written and verbal communication in English with high impact influencing and persuasive skills.

  • Leadership, management, negotiation and coordination skills (of people and projects) in a complex multi-stakeholder, networked, global and largely virtual environment.

  • Excellent inter-personal and collaboration skills, particularly in cross-cultural contexts.

  • Development of customer service attitude within the team and a focus on integrated teamwork.

  • Demonstrated organisational awareness and understanding of knowledge management.

  • Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans.

  • Good understanding of management roles and dynamics in organizations.

  • Developing organizational strategies and plans for communication and measuring effectiveness.

  • Experience of leading and managing conflict resolution.

  • Ability to think and act strategically and understand the relationship between national and regional programmes and the global objectives of Oxfam.

  • Ability to coach on the building of strong, credible relationships with international and local NGOs, government associations, business leaders and communities.

  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through.

  • Very strong analytical and conceptual thinking skills; able to understand highly complex issues and translate them into simple, workable actions and plans.

  • Superb judgement that ensures the delivery of a cohesive strategy and policy and grows HINGO’s/RINGO’s reputation in the country.

  • Familiar with relevant themes and debates in the DRR, resilience and development domains

  • Diplomatic and influencing skills in support of effective collaboration and cooperation with multiple stakeholders

  • Familiar with working with civil society networks and coalitions

  • Ability to think strategically, plan, prioritise and implement multiple work tasks under tight timelines

  • A high level of energy, stamina and flexibility.

  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through, often working under pressure and to tight deadlines.
