    Duties and Responsibilities

    An officer at this level will be responsible to the Senior Human Resource Management Officer | for assigned Human Resource Management function,
    Specifically, duties and responsibilities will entail: -

  • Process cases for Human Resource Advisory Committee (IRAC} meetings in line with the ODPP policies and procedures on promotions, Confirmations into permanent employment, Special duty Allowances re-designation and disciplinary

  • Implement Human Resource Advisory Committee approved minutes by ensuring copies of the minutes are filed, drafting of correspondences to the employees and dispatch for signature by relevant action officers

  • Process data on deployment of staff by capturing staff details with regard to gender, regional balance, policy on minority groups and disability mainstreaming to ensure fairness in distribution of staff

  • Update the staff skills inventory to ensure it is accurate in order to identify gaps in
    competencies that require to be addressed.

  • Participate in the recruitment process by identifying and compiling vacancies within the organization, circulating the approved advertisement, data capture of received applications and secretariat to the shortlisting and selection panels and preparation of appointment letters.

  • Administer the payroll, print pay slips and reports and preparing salary
    vouchers to ensure a motivated workforce,

  • Update the staff complement that incudes capture of staff personal data and skills; updating pay stations and deployment schedules; confirmation of staff into permanent and pensionable establishment, updating approved re-designations, calculation of arrears, overpayments and underpayments to be processed in the payroll, preparation of baggage allowance and regular updating of the payroll.

  • Participate in the Personnel Emolument (PE) budget which includes budgeting for items in the payroll and submission of the summary of the PE to the Finance Division, allocation of the printed estimates to the budget line, review supplementary estimates and prepare PE progress reports.

  • Process the administration of staff benefits by managing the NHIF Medical Insurance Cover, group Life Insurance Cover and Group Personal Accident Cover, updating and submitting staff details to the service, management of staff welfare and management of pensions.

  • Process leave in line with the ODPP policies and procedures by compiling leave
    roster for all stations and processing of leave approvals for all applications it, Draft correspondences that communicate to employees on issues that touch on human resource management, to ensure employees are aware of the expectations
    of ODPP on employees, as well as the ODPP obligations to staff.

  • Process declaration of income, assets and liabilities to enhance integrity and transparency at ODPP.
