Requirements for appointment

For appointment to this grade, an officer must have: -

  • Served in the grade of Deputy Chief Finance Officer DPT 4 or in comparable and relevant position in the Public Sector or Private sector for a minimum period of two (2) years;

  • Bachelor's degree in any of the following disciplines: Commerce (Finance Option), Economics, Business Administration, Business Management or
    Finance: from a university recognized in Kenya;

  • Any other Bachelor's degree from a university recognized in Kenya plus Certified Public Accountant ITI qualification;

  • Master's Degree in Business Administration (MBA), Economics, Finance, Commerce or in a financial related discipline from a recognized university;

  • Ability in management of public financial resources;

  • Demonstrated merit and ability as reflected in work performance and results;

  • Be a member of a recognized professional body.

  • NOTE: Possession of a Strategic Leadership Development Programmes lasting not less than
    six (6) weeks from a recognized institution will be an added advantage;

    Duties and responsibilities

  • An officer at this level will head the Finance division and he/she will be responsible
    directly to the Director of Public Prosecutions professionally and administratively to the Deputy Director of Central Facilitation Services for efficient and effective management of the division. Specifically, duties and responsibilities will entail:-

  • Spearhead the development of financial management strategy to ensure alignment of the ODPP strategy with financial resourcing strategy.

  • Provide guidance in the development and implementation of sound financial management policies to guide finance & accounting operations, reporting in order to attain high quality standards and facilitate compliance with the relevant regulations

  • Provide leadership in the Medium Term Expenditure Framework (MTEPF) Sector

  • Resourced allocation process for ODFP

  • Provide guidance on preparation of the ODFP overall budget, to ensure sufficient allocation of resources required for the implementation of the ODPP overall strategy

  • Represent the DPP in the Medium Term Expenditure Framework (MTEF) Sector Resource allocation process.

  • Provide leadership in research into emerging issues and best practices in budget formulation, preparation,
    execution and make appropriate recommendations

  • Advise the Accounting officer on all financial management matters for ODPF for informed decision making

  • Spearhead formulation of organization risk management strategies in the ODPP to ensure pro-activeness in the management of risk at the Office for minimal disruption to the delivery of public prosecution services

  • Provide guidance in preparation and submission of ODPP annual work plans, procurement plans and cash flaw to assist in the implementation of the finance strategy in line with quality standards and timeliness

  • Authorize payments in ODFP through the [FMS system in a timely manner

  • Oversee the allocation and issuance of Authority -to —incur Expenditure (ALE) to
    various ODP field offices in a timely manner

  • Provide technical guidance on commitment control through confirmation of availability of funds and the relevant accounts to be charged in the IFMIS system before processing of imprest, procurement orders and payments while ensuring
    compliance with financial regulations, National Treasury guidelines on public expenditure, and relevant legislations on Public Finance Management

  • Provide guidance on Project identification and selection processes (including donor projects) for their integration in the medium term and annual budgets in conjunction with the technical departments and the planning division.

  • Provide technical guidance in the preparation of budget proposals for the medium term and annual budget is Chair the Budget Implementation committee to ensure efficiency and effectiveness in the utilization of resources by ODE

  • Approve the expenditure budgets submitted by departmental beads in line with the laid down budgetary allocations, to enhance efficiency in the utilization of resources

  • Communicate the approved annual estimates to various departments and coordinate the preparation of the annual work plan, procurement plans and cash flow plans which are consistent with the approved budget estimates for the Office

  • Advise on proposals for the seeking of funds for additional expenditure and reallocation of voted funds

  • Monitor the cash flow forecasts for ODPP to ensure the availability of funds tor
    the day to day activities of ODFP

  • Monitor the implementation of the financial management strategies, policies and standards to ensure delivery of quality financial services that are compliant with the set regulations

  • Review of financial and non-financial (physical) implementation of projects and
    programmes, and initiation of corrective action where deficiencies exist.

  • Review reports on monthly utilization of budgets and make recommendations on the budget variances to ensure efficiency in utilization of the ODPP budgeted resources

  • Establish and maintain sound relations with the external donors to lobby for funds to ensure availability of sufficient resources, required for the continuity of the ODPP operations.
