Requirements for Appointment

For appointment to this grade an officer must have: -

  • Served for a cumulative number of Fifteen (15) years relevant experience, three (3) of which should have been at the level of Senior Principal
    Accountant DPP 5 and above or a comparable and relevant position in the Public or Private Sector;

  • Passed Part TT of Certified Public Accountants (CPA) K Examination or its recognized equivalent qualifications from a recognized institution;

  • Master's degree in any of the following disciplines: - Accounting, Finance, Business Administration, Commerce or their relevant equivalent qualification from a recognized institution;

  • Bachelors degree in Commerce (Finance or Accounts Option), Business Administration (Accounts Option) from a recognized institution or any other relevant equivalent qualification;

  • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) or Registration of Accountants Board (RAR) with a valid practising licence; and

  • Demonstrated merit and ability as reflected in work performances and results,

  • NOTE: Possession of a Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage.

    Duties and Responsibilities

    An officer at this level will head the Accounts division and he/she will be responsible directly lo the Director of Public Prosecutions professionally and administratively ta the Deputy Director of Central Facilitation Services. for
    efficient and effective management of the division. Specifically, duties and responsibilities at will entail:-

  • Provide leadership to ensure effective service delivery to the achievement of
    organizational strategic objective.

  • Oversee development of risk management framework that protects ODPP from risks associated with resources utilization.

  • Monitor effectiveness of accounting policies, guidelines, procedures and standards lo inform review.

  • Provide technical advice to the accounting officer on financial matters for
    enhanced division making in the delivery of the ODPP mandate on public prosecution,

  • Promote application of sound principles, systems and techniques in accounting for the ODPP finances, assets, expenditure and costs and
    accounting for special funds.

  • Manage accounting information including coordination and rationalization of
    estimates.

  • Coordinate preparation of annual appropriation, fund accounts, cash flow control and east analysis.

  • Oversee development of the divisional budget to ensure sufficient allocation of resources for the division strategy to be implemented efficiently along quality standards and timelines,

  • Coordinate staff appraisal in the division in liaison with Human Resource Management division.

  • Coordinate the preparation of annual individual and divisional work plan for the Accounts Division to ensure delivery of service that is aligned with the division strategy,

  • Coordinate the performance management process within the division to drive performance.

  • Supervise, train and develop accounts staff to ensure the delivery of quality accounting services,

  • Mentor and coach the staff in the division lo enhance the organizational performance.

  • Advise accounting officer on expenditure level to ensure ODPP only commits money that is available.

  • Approve payroll in a timely manner to ensure salaries are released to employee's individual accounts in line with the ODPP salary management
    policy.

  • Monitor the ODPP liquidity to finance approved expenditure, to support efficiency and effectiveness in the implementation of the ODFP strategy.

  • Coordinate the preparation of annual statements to ensure the statements meet set timelines and quality standards.

  • Interpret and implement financial regulations and procedure, Treasury letters, circulars and instructions.

  • Ensure expenditures are within the voted allocations for efficiency in the utilization of allocated funds.

  • Prepare management financial reports which includes, monthly expenditure returns, bank reconciliation statement and cash flow statements.

  • Monitor compliance with accounting policies, procedures and standards to minimize exposure to risks associated with non-compliances.

  • Provide technical support to the user departments lo ensure the departments are adequately supported in the implementation of departmental strategies.

  • Prepare quarterly and annual divisional reports shared with management for informed decision making to enhance organizational performance.
