Requirements for appointment

For appointment to this grade, an officer must have: -

  • Served in the grade, of Senior Principal Supply Chain Management Officer DPP 5, or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years;

  • A Master's Degree in any of the following: - Business Administration, Commerce, or any other relevant field from a recognized institution;

  • A Bachelor's Degree in any of the following: - Commerce, Business Administration, Economics, Procurement and Supply Management, Marketing or their equivalent qualification from a recognized institution;

  • A Diploma in Supplies Management or its approved equivalent from a recognized institution;

  • Demonstrated merit and ability as reflected in work performance and results; and

  • Be a member of the Kenya Institute of Supply Chain Management.

  • NOTE: Possession of a certificate in Strategic Leadership Development Programme lasting
    not less than six (6) weeks from a recognized institution will be an added advantage.

    Duties and Responsibilities

  • An officer at this level the officer will be responsible to the Senior Assistant Director
    Supply Chain Management for assigned supply chain management function.

    Specifically, duties and responsibilities will entail: -

  • Supervise and participate in the implementation of strategies, policies, procedures and manuals that safeguard integrity of the procurement processes of the Office;

  • Supervise preparation and implementation of division's work plans and evaluate
    performance to achieve the divisional targets;

  • Supervise and participate in the development and implementation of ODPP annual Procurement and Disposal Plans, budget preparation, performance
    management and quality assurance in the supplies management function

  • Supervise and participate in research and formulation of Supply Chain Management strategies, guidelines, policies, procedures and manuals on
    implementation of Public Procurement and Asset Disposal Act(PPADA),

  • Regulations and other Statutes in order to safeguard integrity of the procurement processes al the Office:

  • Supervise and participate in all negotiations pertaining Supply Chain Management matters for the ODPP as required by the Public Procurement and
    Asset Disposal Act, and Public Procurement and Asset Disposal Regulations and other laws.

  • Manage maintenance and safeguarding of financial instruments of lender security, performance security and bank guarantees issued by supplier's/service providers and monitor their applications Interpret the Public Procurement and Asset Disposal Act, Regulations and other
    statutes that impact on
    Supply Chain Management function Supervise and participate in preparation of mandatory compliances with all procurement statutory requirements, Government Circulars and presidential directives and policies issued by National Treasury and Public Procurement
    Regulatory Authority.

  • Propose appointment of competent members to committees stipulated in Public Procurement and Asset Disposal Act

  • Participate in review of Supply Chain Management policies, guidelines and procedures for recommending methods and strategies of handling the Supply Chain Management function

  • Supervise recording of financial instruments of tender security, performance security and bank guarantees issued by supplier’s/service providers and monitor their applications;

  • Mobilize training of suppliers of special Groups on the Public Procurement laws to ensure better uptake of the procurement opportunities offered by the Office;

  • Recommend training needs of the staff in the division to impart relevant knowledge as a way of building their capacity to ensure business continuity;

  • Organize in real time all procurement stakeholders (both internal and external} by providing professional advice and responding to all procurement related matters in order to ensure maintenance of positive relationships with suppliers and service providers:

  • Assess and mitigate supply chain, strategic and operational risk by ensuring appropriate internal controls are put in place in ODPP;

  • Participate in and ensuring efficiency of systems, processes, Standard Operating Procedures (S0Ps) to achieve the operational excellence that drives the ODPP*s objectives

  • Participate in the development and implementation of ODPP annual Procurement and Asset Disposal Plan to ensure compliance with the Procurement Laws and any other relevant laws;

  • Participate in preparation, publishing and distribution of procurement and asset disposal opportunities including invitation of tender, request for quotation and proposal, registration of suppliers and expression of interest;

  • Participate in adoption and implementation of E-procurement strategies in ODPP Supply Chain processes

  • Provide secretariat services to opening, evaluation, inspection and acceptance, negotiation and disposal Committees in all procurement proceedings for ODPP’s value for money as required by the PPADA, 2015 and PPADR, 2020 and other
    directives

  • Participate in the development and implementation of periodic and annual stock
    taking, modern inventory management techniques, stock taking, provision of goods, services and works to ensure proper use, safety and efficiency in procurement and disposal processes

  • Participate in the uploading of tenders, expression of interest and any other relevant information to the Public Procurement Information Portal (PFLP) and in the ODPP's website;

  • Participate in addressing clarifications to bidders and issue addendums and any amendments to tender documents;

  • Propose the appointment of Committee members to tender evaluation, negotiation, disposal, opening and Inspection and Acceptance Committees by the Accounting Officer in all procurement proceeding by proposing membership;

  • Participate in the registration /prequalification of suppliers and evaluation of
    supplier bids and maintain an updated list of registered suppliers for the ODFP.
