Requirements for Appointment

For appointment to this grade, an officer must have: -

  • Served in the grade of Senior Principal Human Resource Management Officer DPP 5 or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years;

  • Bachelors degree in Sociology, Public /Business Administration Human Resource Management/Staff Management or any other relevant qualification from a recognized institution;

  • Post graduate diploma in Staff/Human Resource Management or its equivalent from a recognized institution;

  • Master's degree in Human Resource/Staff Management, Business Administration, Public Administration or their equivalent qualifications from a recognized institution;

  • Demonstrated a thorough understanding of National and ODPP goals, policies and development objectives.

  • Registered as a Professional Member with the Institute of Human Resource Management (LHRM) with a valid practicing license.

  • NOTE: Possession of a Strategic Leadership Development course lasting not less than six
    (6) weeks from a recognized institution will be an added advantage.

    Duties and responsibilities

    An officer at this level will be responsible to the Senior Assistant Director Human Resources Management Division for the assigned Human Resource Management function. Specifically, duties and responsibilities at this level will entail: -

  • Implement the human resource management strategies, to ensure ODPP has an engaged and motivated workforce with high performance, lo enhance effectiveness and efficiency in the delivery of public prosecution services,

  • Supervise labour relations management at ODPP through the interpretation of labour laws for the user departments, and advise on collective bargaining agreements and negotiations with the union, to ensure minimal disruptions to
    the operations of public prosecution services that result from disgruntled
    employees.

  • Supervise career development and succession management strategies to ensure availability of competencies required at all times, to support effective and efficient delivery of public prosecution services.

  • Provide leadership at the sectional level to ensure activities are performed in conformity with results based management.

  • Supervise the development and implementation of the divisional budget, to ensure sufficient allocation of resources for the division strategy to be implemented efficiently along quality standards and timelines,

  • Supervise the utilization of the division allocated funds to ensure prudent utilization of resources.

  • Mentoring and coaching
    staff in the division lo enhance organizational performance and succession management.

  • Supervise implementation of performance management system to ensure quality and timely service delivery.

  • Supervise compliance with the labour laws, human resource policies, procedures and standards, as well as with other ODPP rules and regulations,
    lo ensure minimal exposure to risks associated with non — compliance.

  • Analyze reports on the effectiveness of the human resource policies and procedures and identify gaps, present the gaps to the top management for review and recommendations, in order to enhance service delivery by the
    division,

  • Supervise the management of human resource records to ensure ODFP is compliant with the Employment Act 2007 on records management, and to
    support the availability of staff information that is critical in the management
    of human resources.

  • Supervise and Monitor Employee satisfaction survey to identify issues affecting staff and develop strategies to address them.

  • Supervise the undertaking of Work Environment survey to identify issues affecting stall and develop strategies to address them.

  • Monitor preparation of the Budget for Medical insurance cover, Group life insurance cover, Group personal accident caver to ensure a motivated
    workforce

  • Coordinate management of staff discipline to ensure staff abide by set rules and regulations as they perform their allocated duties and responsibilities

  • Coordinate declaration of income assets and liabilities to ensure compliance with the Public Service Code of Conduct and Ethics,

  • Supervise the preparation of Budget for ODPFF Car Joan scheme to ensure adequate allocation of funds and prudent utilization of the allocated funds to enhance staff motivation,

  • Supervise preparation of Budget for the ODPP Mortgage scheme to ensure adequate allocation of funds and prudent utilization of the allocated funds to enhance staff motivation,

  • Supervise job analysis and development of job descriptions for submission to the Salaries and Remuneration Commission for evaluation.

  • Supervise timely management of staff complaints and grievances to enhance staff morale for effective service delivery.

  • Monitor compliance with Occupational Safety and Health Act 2007 to ensure health and safety of staff.

  • Supervise leave management to ensure continuous service delivery.

  • Coordinate processing of pension claims for staff who have retired from ODFP to ensure compliance with pension legislation and timely payments of pension

  • Monitor implementation of Employee wellness programs to address, mental health, alcohol, drug and substance abuse, debriefing and counselling among others.
